Process facilitator Plan Space for Makers.

Deventer is a city in which makers are of essential importance; for the cultural climate, the livability of the city and, above all, for the creation of a great deal of beautiful art in Deventer. The space for makers in Deventer has been under pressure for years; there are fewer and fewer (suitable) places where you can establish yourself as an artist and make your art within the right context. At the same time, more and more free space is disappearing and in this way Deventer is losing its attraction for makers and thus also for the public. A shame! Deventer Cultural Vision 2025-2028 emphasizes the importance of space for specifically young makers. The policy focuses on creating an infrastructure in which art and culture can flourish, with special attention to young makers and their opportunities for advancement. The vision recognizes that young makers often have specific needs and that it is important to support them in finding suitable workspaces. The topic of makerspace as an ambition does feature prominently on the agenda (college agreement, Court of Auditors report, cultural vision), but so far without a budget for it. New policy will be formulated next spring.
In the fall of 2024, through the efforts of several people, and at the initiative of some council members, a "Make Space Task Force" was started. To help think through how we can turn ambition into concrete plans. In December the city council unanimously passed a motion making the budget available for research into the need for, and the creation of a concrete plan with a business case for, makerspace (by an external process leader). This plan will form the basis for administrative choices to be made in order to determine the level of ambition of the municipality of Deventer with regard to the role of the municipality and the realization of a possible addition of makerspace for artists. It must be made clear what financial resources are needed for this.

In anticipation of the implementation of the motion, the task force has already begun an initial, rough survey of creators' needs. BRUT and Kunstenlab have created an online survey for this purpose, which is now being distributed and completed.


Mission and result
Main question: What is the demand for space from artists in the municipality of Deventer and what possibilities are there to arrive at a suitable supply of workspaces?
Result: This research will lead to a concrete plan consisting of several scenarios that differ in level of ambition and that have been financially calculated and can be implemented. This plan will need to be presented to the college and council in October 2025.


 
Sub-questions:
  1. What does the demand for space from makers in Deventer look like qualitatively and quantitatively (focusing on who, what, how many, for how long and how long)?
  2. What this means. Working with creators to design different scenarios for filling space demand (e.g. rent/purchase, collective building/loose units).
  3. What is the analysis of the financial and practical feasibility of the proposed scenarios, including cost estimates and timing?
  4. What is the concrete roadmap for the realization of the chosen scenarios, including investments, operating options, clear milestones, responsibilities?
  5. What possibilities are there in relation to cooperation with the province and other municipalities?
 Frameworks:
  • Understanding Space Needs: Get more insight into what type of space/ateliers makers are looking for, what problems they face in doing so and how to solve these more future-proof. Have a special focus on young makers and transit.
  • Contribution to the Living Environment: Groups of makers contribute to improving the living environment and the appeal of Deventer as a maker city. Work with the Task Force to find creative opportunities in Deventer to provide a place for makers so that they do not leave for other cities.
  • More Structural Space for Makers and Ateliers: in contrast to today, commit to less dependence on accidentally available spaces. Provide a sustainable solution to the space issue for makers and outline multiple scenarios with attention to diversity of rates, keeping available space affordable. Explore options for multiple disciplines in one building.
  • Municipality as Landlord: Explore ways to arrange rentals so that the municipality itself does not directly act as a landlord.
