Legal Advisor (36 hours)
Within the dynamic field of work of the Supervision and Enforcement team at the municipality of Emmen, we are looking for a full-time Legal Advisor (36 hours) to replace someone on sick leave.
What will you be doing?
Legislation and regulations are the guiding principles and a large part of your work. In practice, this means working in a dynamic environment where law and everyday life intersect.
As a legal advisor, you will be responsible for handling and processing legal matters for the Supervision and Enforcement department. You will work in a variety of areas, such as construction and environmental law, APV issues, public order and safety, and—where necessary—environment-related topics.
You will handle your own legal cases, ranging from enforcement matters and permit-related issues to complex, administratively sensitive cases, including representation before the appeals committee or court.
No two cases are the same: one case may concern a construction or usage situation, while another may concern public order, quality of life, or supervision of activities in the physical living environment.
You advise the team's management on legal matters and are responsible for policy preparation with regard to legal interpretation, internal guidelines, and case law. In doing so, you constantly navigate between legal frameworks and administrative considerations, combining diligence, feasibility, and social impact.
You translate case law, new legal regulations, circulars, and municipal ordinances into practice (and, if necessary, into internal guidelines). In doing so, you ensure that legislation is not only correct on paper, but also workable for supervisors, enforcers, and colleagues in its implementation.
You will also provide professional guidance, particularly in the area of legal matters, to enhance the quality and knowledge level of employees. In this way, you will actively contribute to the further professionalization of the team and the legal quality of decision-making.
In addition, you will act as a legal resource and sparring partner for colleagues. In this role, you will help colleagues to gain a clear legal understanding of complex situations and translate legal theory into practical solutions that can be applied in everyday enforcement practice.

What are we looking for?
At least a bachelor's degree in a legal field (preferably law or a related field), up-to-date legal knowledge of environmental law and enforcement law, knowledge and experience (at least 3 years) in the field of public administration, project management, research, policy implementation and management, change management, and consulting.
To perform this role, we are looking for a Legal Advisor who can work at least 50% of the time on location at Emmen Town Hall. It would also be beneficial if you have an affinity with the region.
