Help build a future-proof road management system

We are seeking a Public Space and Roads Asset Manager for the Public Space and Roads Management Team, who will be responsible for the tactical management of the municipal road network and for further professionalizing asset management within the public space.
You will work on safe, sustainable, and accessible infrastructure and translate strategic policy into actionable maintenance and investment programs. In doing so, you will focus on quality, risk, performance, sustainability, and cost control.

The position requires a highly skilled professional with experience in municipal management organizations, integrated project-based work, and data-driven asset management.
You will work closely with asset managers, project leaders, project managers, supervisors, contractors, and policy advisors. Within the organization, you will serve as the link between policy, management, and implementation. In this role, you will also be responsible for a number of operational tasks, which are described below, and you will act as a point of contact to help develop colleagues who are ambitious and looking to advance their careers.

Although the position is primarily tactical in nature, the role also involves a limited number of operational tasks and management responsibilities arising from day-to-day administrative practices.


Core duties and responsibilities
You serve as the link between strategy, management, and implementation, and work closely with asset managers, project leaders, project managers, regulators, policy advisors, contractors, and utility companies.


Your responsibilities

Administration and asset management
  • Translating strategic policies and service levels into policy, management, maintenance, and investment plans
  • Developing, updating, and monitoring long-term maintenance plans and maintenance schedules
  • Conducting assessments of maintenance measures for minor and major maintenance
  • Analyzing inspection data in accordance with the CROW methodology
  • Assessing the technical condition, safety, remaining service life, and risks of pavement
  • Developing maintenance strategies based on lifecycle management and risk analysis
  • Scheduling of major maintenance, reconstructions, and replacement investments
  • Providing advice on measures to extend service life and sustainable applications
  • Preparing management recommendations for integrated projects and area developments
  • Conducting management cost assessments for new developments
 Data, Information Management, and Digitization

 Improving land area data, asset information, and data quality
  • Working with IMBOR structures, GIS systems, and management software
  • Developing data-driven management processes and dashboards
  • Applying GIS analyses to planning and maintenance strategies
  • Contributing to the digital transformation of the management organization
  • Aligning inspections, overhauls, and changes within the PDCA cycle

 Projects, Contracts, and Implementation
 
  • Coordinating management measures with projects, utility companies, and external stakeholders
  • Provide advice on BLVC, phasing, and accessibility during implementation
  • Support with contract preparation and tenders
  • Contribute to RAW/UAV contracts and framework agreements
  • Monitoring implementation, quality, budgets, and performance
  • Supporting project management and oversight for maintenance projects
  • Coordinating with contractors, emergency services, transportation providers, and residents
  • Management and updating of land area data using the Obsurv management program.
  • Handling reports regarding public spaces (MP).Specifications, administration, and reporting for construction meetings.
  • Coordination and oversight of maintenance contracts and minor maintenance (asphalt repairs, road shoulders, cracks, milling).
  • Management, maintenance, and modification of markings and lane lines.
  • Assist in the preparation of maintenance specifications (paving and asphalt).
  • Management and maintenance of traffic signs (including maintenance and cleaning).

 Organizational Development
  • Contributing to the further professionalization of asset management
  • Providing advice on management processes, capacity issues, and collaboration
  • Supporting knowledge development within the organization
  • Serve as a subject-matter expert for colleagues and project teams

You do not hold a managerial position, but you provide guidance and advice on substantive matters within the management process.


 Education, knowledge, and experience
 We are looking for a professional with:
  • HBO-level education and intellectual ability, preferably in Civil Engineering or Infrastructure
  • Extensive experience with municipal road management and public spaces
  • Experience with tactical asset management within a public organization
  • Knowledge of long-term maintenance plans, maintenance scheduling, and lifecycle management
  • Experience with CROW road inspections, quality assessments, and risk analyses
  • Experience with comprehensive infrastructure projects and area development
  • Knowledge of contract types such as RAW, UAV, and UAVGC
  • Experience with management and maintenance contracts and framework agreements
  • Knowledge of BLVC, environmental management, and stakeholder coordination
  • An affinity for sustainability, circular practices, and data-driven management
  • Experience with GIS applications and management systems such as Obsurv, GeoVisia, GBI, or similar
  • Knowledge of IMBOR and information management in public spaces

 Pre
  • Experience with IAMPro, ISO 55001, or similar asset management methodologies
  • Experience with project-based work
