Since we are looking to hire 2 planners, there is an opportunity for one candidate with a more senior role and one junior candidate. As long as the combined qualifications meet the requirements, the municipality does not specify the specific roles.

In the Physical Domain, we’re looking for a Capacity Planner who can bring structure to an environment full of ambitions. You’ll ensure that we can truly make our plans a reality by clarifying where capacity is needed and when.
You look ahead, identify bottlenecks and risks before they arise, and provide advice based on sharp, well-reasoned scenarios. Thanks to you, the organization can steer and prioritize with confidence.
Together with the Central Portfolio Support Specialist (CPO), you’ll ensure that our capacity planning aligns seamlessly with organization-wide portfolio management. You’ll work at the heart of our projects, influencing everything we achieve within the Physical Domain.

What will you be doing?
You’ll be the director of our internal capacity

• You provide a clear overview of available capacity, resources, and free space in well-organized schedules;
• You show when capacity becomes available and what that means for new or ongoing projects;
• You create scenarios that help us decide: what can we do right now, and what do we need to do later?

• You will develop standards for resource allocation by project phase, so that teams know what a realistic allocation is at each stage of a project;
• You apply these standards in scenarios, multi-year plans, and strategic decisions at the portfolio level;
• You help the organization plan more professionally and consistently by introducing clear guidelines;
• You'll ensure that future projects can be estimated more quickly and reliably.

• Programs and projects specify who, what, and when they need it;
• You define this question in concrete terms and translate it into realistic, actionable resource allocation;
• You ensure consistency, realism, and feasibility across all tasks.

• Portfolio support – you provide data and scenarios to support portfolio decisions;
• Program Control – you link capacity requirements to programs and priorities;
• Project Control – You align capacity with phasing, scheduling, and execution.

• Portfolio management determines what we do now and what we'll do later;
• You provide well-reasoned advice on how this can be achieved in terms of capacity;
• You come up with appropriate solutions to bottlenecks and risks, such as: reallocation, phasing, deployment options, and adjustments to start times.

• A bachelor's degree from a university of applied sciences, for example in business administration, planning and control, project management, or a technical or spatial field;
• 3–5 years of experience as a capacity planner, resource planner, project controller, or in a similar role;
• Experience with capacity management and long-term planning—preferably in the physical environment—is a plus.

Team
You’ll be working within Central Portfolio Support (CPO). The CPO is a multidisciplinary team responsible for the central coordination of portfolio management. Together, we ensure strategic alignment, efficient decision-making, and maximum value creation for the organization. The portfolio director leads the CPO and serves as the link between the board and management.
