Role description and task arrangements

Job opening: Communications Officer for Heat Transition Implementation Plans
(36 hours per week – temporary, until the end of 2026) PLEASE NOTE: SECONDMENT ONLY

Together we are making Emmen more sustainable
In Emmen, we are working step by step towards a sustainable future. Through the Implementation Plans for the first six neighborhoods, we are working to make the neighborhoods and villages of Emmen natural gas-free. These are Parc Sandur, Emmerhout, Rietlanden, Nieuw-Dordrecht, Oranjedorp, and Delftlanden. Communication support is needed within the implementation plans. But we also help residents, entrepreneurs, and partners prepare their homes, buildings, and neighborhoods for the future via the Emmen geeft Energie website. We do this step by step, neighborhood or village by neighborhood, paying attention to what works for people. We work together with residents, fix teams, and energy coaches to develop smart and feasible solutions.

For these six projects, we are looking for a communications officer who is energized by collaboration, innovation, and action. Someone who is enthusiastic about rolling up their sleeves and ensuring that our plans are visible in the neighborhoods. Your work will mainly be operational, but you will also be able to advise on how we can best reach residents.

What will you be doing?
You will work on communication and participation within the Sustainability, Energy, and Climate (DEK) program. You will work in the program team, but you will also regularly coordinate with the Communication team. The tasks are a combination of advisory work and practical implementation and include:

Implementation and coordination
  • You will work closely with the process supervisors who are responsible for delivering the Implementation Plans (co-creation).
  • You support the working groups and core groups in the neighborhoods and, in doing so, establish overarching communication agreements and communication plans for the (neighborhood/village) implementation plans (UPs).
  • You write newsletters, web texts, and social media posts.
  • You contribute ideas about the content of the emmengeeftenergie.nl website and work with the web editors to keep the website up to date.
  • You will assist in organizing (neighborhood-wide) information meetings and other local activities and arrange the related communications.
  • You provide photos, videos, and other content to share stories from the neighborhoods.
  • You keep the FAQs and communication lines per neighborhood up to date.
  • You contribute ideas about the planning of neighborhood campaigns and support the energy coaches and fix teams.

Advisory tasks
  • You ensure consistency between Emmen-wide initiatives (including fix teams) and the Implementation Plans, and create communication standards.
  • You translate project goals into understandable and appealing communication.
  • You advise on participation approaches for each neighborhood/village and help to further improve them.
  • You are an important sparring partner for the process supervisors when it comes to communication.
Who are you?
You are a creative communicator through and through: committed, meticulous, and with a keen sense of local dynamics. You are a good listener, quick to adapt, and know how to simplify complex topics. You can work independently, but know when to connect with others. You also have:
  • A bachelor's degree in communication (or equivalent level through experience).
  • Experience with government communications and/or participation in social projects.
  • Writing skills for various channels (newsletter, social media, web, press).
  • You can convert difficult issues/texts into text and infographics that everyone can understand.
  • Experience in assisting with the organization of meetings or events is an advantage.
  • Knowledge of sustainability or the energy transition is a plus, but not a must.
  • You easily establish contact and think ahead in terms of what is needed in terms of communication within the ongoing processes (proactive).
