Here's what you will do:
As an Income Consultant, you will be assigned your own caseload. The municipality takes a people-centered approach to service delivery, so you will be expected to think creatively to find solutions within the framework of laws and regulations to prevent people from getting into trouble.
  • You will review applications for General Assistance, Special Assistance, and the Individual Income Supplement;
  • You will conduct an intake interview with affected residents and provide information about their rights and obligations;
  • You independently determine whether an application results in approval or rejection;
  • You document the rationale and draft a decision regarding the decision that has been made;
  • You identify and investigate irregularities in case files, either on your own initiative or in collaboration with an enforcement officer or social investigator;
  • You communicate with residents in various ways. The initial consultation takes place in person in the office, while other contact is conducted by phone and email;
  • You will be in contact with partners in the social sector.


The team:
As an Income Consultant, you will be part of the Income Support and Enforcement (IHS) team within the Social Services Department. The team performs various tasks, including administering income support programs, ensuring compliance with program requirements, and enforcing regulations to prevent abuse or misuse of benefits. These services are provided to the municipality of Emmen and the neighboring municipalities of Borger-Odoorn and Coevorden.

  • You have an educational background equivalent to an associate’s or bachelor’s degree, preferably in the social sciences or law;
  • You have knowledge of the Participation Act or are willing to take a course on the subject;
  • You have strong verbal and written communication skills and are skilled at writing reports;
  • You are able to think outside the box, you provide customized solutions, and you can proactively collaborate with colleagues across various disciplines within the social sector;
  • You can work with multiple systems at the same time and are proficient with computers;
