The municipality of Emmen does not have liability insurance. This means that you will handle all incoming liability claims independently and in full. Your duties will consist of:
Sending confirmation of receipt and maintaining contact with residents.
Assessing claims based on the doctrine of tortious acts from the Civil Code.
Coordinate with colleagues, particularly those in the Field Service, to verify facts and circumstances. Where necessary, conduct additional research yourself.
Preparing a careful legal analysis and substantiated advice.
Writing the final decision to the resident.
Monitoring progress, deadlines, and correct administrative processing.
At least a bachelor's degree in law.
Experience in handling liability claims.
Extensive knowledge of private law, in particular the rules governing tort.
You are both a team player and someone who can work independently.
You are critical, knowledgeable, and well-versed in the subject matter, but at the same time you are engaging and focused on collaboration.
You switch smoothly between different colleagues, disciplines, and types of cases.
You communicate clearly and effectively, both verbally and in writing.
You approach matters in an accessible, practical, and solution-oriented manner.
Various disciplines join forces within the JVI team. The team consists of approximately 35 employees and comprises the Legal Affairs, Insurance, Procurement, Complaints, and Subsidy Office clusters. The Legal Affairs cluster is the central point for legal support within the municipal organization. It advises administrative bodies and teams on public and private law issues, manages the mandate collection decision, draws up agreements, identifies legal developments, handles liability claims, and monitors legal quality within the organization. In addition, the team coordinates requests under the Open Government Act and acts as the secretariat for the Appeals Advisory Committee.
We typically work with a Certificate of Good Conduct (VOG) with a general screening profile, which must be submitted within 28 days of the start of the assignment. Please indicate whether a different screening profile applies or whether the VOG must be available before the start of the assignment.
