Role description and task arrangements

Here’s what you’ll be doing:
Do you want to make a real impact on the housing policy of the municipality of Emmen? As a legally savvy professional, you’ll be responsible for drafting applicable regulations based on local case studies. You’ll do this alongside your colleagues in the housing cluster and other teams.  
In this independent and challenging role, you’ll work on projects that directly influence the housing market:

  • Housing Ordinance: review and amend the ordinance, including provisions for protection against forced buyouts, and explore additional policy options such as owner-occupancy or priority for certain professional groups. You are responsible for amending the Housing Ordinance and finalizing it by the end of 2026.
  • Room rentals: drafting new policy guidelines and ensuring they are practical for the permits team to implement.
  • Act on Strengthening the Coordination of Public Housing: analyzing the new law, translating it into municipal responsibilities, and prioritizing its impact on the organization and processes.

What do you bring:
  • A bachelor’s degree in law with a focus on housing, plus at least 5–10 years of work experience, including at least 4 years in local government (municipality). You are meticulous, a team player, and have experience drafting proposals for the executive committee and the city council. You have an excellent command of the Dutch language, both spoken and written. 
     

The Team:
As the Living Environment Policy Team, we develop policy frameworks and policy visions for the entire municipality in the areas of housing, land use, transportation, energy and sustainability, soil and subsurface, cultural-historical heritage, and archaeology. Sometimes we develop policy frameworks and visions for the entire municipality, and sometimes we focus on a specific area, such as a neighborhood vision or implementation plan. In addition to drafting documents, we also provide advice to the municipal executive and council, as well as colleagues from other teams.

We take a holistic approach to our work, collaborating with many other teams within our organization. In addition, we base our policy documents on research and data from internal and external colleagues. Our work remains dynamic to respond to external and internal developments, such as new legislation, national programs, and social objectives. Our goal is to collaboratively develop policies that garner the broadest possible support within the municipality. We work closely with many external parties active within the municipality through participatory processes involving residents and partners.

Through our work, we strive to ensure that the municipality of Emmen remains a great place to live and work, both now and in the future.

 
As a standard procedure, we require a Certificate of Good Conduct (VOG) with a general screening profile, which must be submitted within 28 days of the start of the assignment. Agreed.
