Role description and task arrangements

Permits Officer at the City of Emmen
Maternity leave replacement from mid-May through the end of October 2026
Up to €72.00
Full-time availability required.
Interviews will be held on Wednesday, April 22, between 11:00 a.m. and 3:00 p.m.

As a Permits Officer, you’ll be constantly dealing with environmental permit issues. These issues are wide-ranging, dynamic, varied, and sometimes downright challenging. You’ll base your responses on laws and regulations, but you’ll always put yourself in the customer’s shoes. You’ll support your colleagues in the Environmental Permits department. Every day is full of surprises. Want to join us? We’re actually looking for someone to serve as a “Spokesperson,” but according to the job description, we’re hiring a Permits Officer.

Here's what you will do:
You will work alongside your colleagues, the permit officers in our team, and you will ensure that you can cover for one another. However, you will also have your own set of responsibilities related to construction and the General Local Regulation (APV).

Your focus area involves moderately complex legal questions regarding topics related to the Environment Act, such as “Am I allowed to”:
  • install a dormer window;
  • install a property fence;
  • install a skylight;
  • setting up a home-based salon and the like.

Under the General Local Regulation (APV), you handle various reports and permits. These include Easter bonfires and celebratory bonfires, carbide shooting, the so-called “12-day rule,” and temporary and long-term business locations.

This naturally includes handling customer inquiries on these topics, as well as maintaining and coordinating the information in our knowledge base and on our website. You’ll be the first point of contact for our customer service center regarding these topics, which means you’ll occasionally find yourself in those “on-the-spot decision-making” situations.

What do you bring?
  • You have completed a vocational training program relevant to the position.
  • You have several years of work experience in administration. Ideally, you have knowledge of the Environment Act (Omgevingswet) / the former General Provisions on Environmental Law Act (WABO) and the General Local Regulation (APV).
  • You have experience with customer service over the phone, and you’re a strong communicator who is patient and customer-friendly. You’re a good listener, solution-oriented, and confident.

The team
We are a highly diverse and multidisciplinary team within the municipality of Emmen. Within our team, we work closely with colleagues from the Alcohol/Hospitality, Events, Building Construction, Client Management, Permits, Legal Affairs, and Administration departments.
