Within BOCE and BOCE+, IT services, procurement, and management are organized in a coordinated manner to achieve economies of scale. Technical management and the Service Desk are handled by the municipality of Emmen.
Within this partnership, there is a growing need for effective management of software procurement. Given the increasing prevalence of SaaS solutions, licensing models, compliance requirements, and contract management, a specialized operational procurement professional is essential.

Job Description

We are seeking a Software Procurement Specialist for our Automation team who will be responsible for procuring and managing software products through the broker contract with Protinus. This contract serves as the primary channel for virtually all software procurement within the municipality and requires precision, contract expertise, and a solid understanding of licensing structures.
You will work closely with technical specialists, product owners, contract management, and financial management. You will ensure that requests are accurately interpreted, procured, delivered, and processed administratively in accordance with contractual agreements, procurement rules, and internal processes.

Your responsibilities
  • Coordinate and execute all software purchases through the Protinus broker contract.
  • Checking applications for completeness, specifications, compatibility, and contract terms.
  • Advising colleagues on licensing models, terms, usage, and costs.
  • Coordinate with Protinus regarding quotes, delivery times, changes, and contract execution.
  • Ensure that licenses, renewals, and obligations are properly recorded.
  • Close collaboration with contract management, financial management, and security/architecture.
  • Identifying risks, cost-saving opportunities, and discrepancies in contract or license usage.
  • Improving internal procurement and request processes related to software.

Requirements
  • At least 2–3 years of experience in operational procurement, preferably in IT/software.
  • Experience with brokerage arrangements or complex framework agreements is a major advantage.

  • A good understanding of public procurement rules is desirable.
  • Strong administrative skills and a strong understanding of processes.
  • You can work effectively with both technical and non-technical stakeholders.
  • You work in a structured, critical, and independent manner.
