Project Manager for Combating Healthcare Fraud (32 hours per week)
Drenthe Region

About the Position
The twelve municipalities in Drenthe are collaborating on a robust regional approach to healthcare fraud and healthcare crime. Municipalities are responsible for the lawful use of healthcare funds from sources such as the Social Support Act (Wmo) and the Youth Act. At the same time, we want to prevent vulnerable residents from becoming victims of fraud or municipalities from unintentionally facilitating crime.

To further develop and implement this approach, we are seeking a Project Manager for the Healthcare Crime Initiative. In this role, you will work to strengthen prevention, oversight, and enforcement within the social sector. You will link policy, implementation, and safety and ensure a coordinated regional approach. You will perform this role within the existing organizational structure of the municipality of Assen. The alderman for the social sector is the administrative leader responsible for the approach to healthcare fraud.
The goal is to have a firmly established approach to healthcare fraud in the Drenthe region by 2027.

What will you do?
As a project manager, you will lead a regional project consisting of two interrelated components: strengthening preventive measures in procurement and developing and implementing oversight and enforcement.

Your duties include:

Analysis and preparation
  • Assessing the current situation within the region.
  • Analyzing contracts, policies, and regulations within the Social Support Act (Wmo) and Youth Services.
  • Identifying existing tools such as the Bibob assessment and quality assessments.
 
Developing a regional approach
  • Developing a regional policy framework for oversight and enforcement.
  • Provide advice on preventive measures in healthcare procurement.
  • Developing work processes for monitoring, identification, and enforcement.
 
Cooperation and support
  • Linking the social sector and the security sector.
  • Collaborating with partners such as the police, the Tax and Customs Administration, RIEC, IKZ, VNG, and, where possible, the care administration office.
  • Building support among board members, management, and operational teams.
 
Implementation
  • Coordinating the use of tools such as Bibob assessments and quality controls.
  • Assisting municipalities in organizing oversight and enforcement.
  • Preparing administrative reports and providing feedback.
  • You will work closely with policy advisors, legal counsel, contract managers, regulators, and Bibob coordinators across the twelve municipalities.

You possess:
  • A relevant associate's or bachelor's degree.
  • Experience in project management within the social sector, safety, and enforcement.
  • Knowledge of municipal responsibilities under the Social Support Act (Wmo), the Youth Act, or healthcare procurement.
  • Experience with collaboration between municipalities and partners in the service chain.
  • Understanding issues such as healthcare fraud, subversion, oversight, or the Bibob Act.
  • Strong analytical, interpersonal, and managerial skills.
  • In addition, you are a networker who can easily switch between board-level, management, and operational roles.
