Reason for the assignment

Within the BOCE partnership, efforts are underway to demonstrate that the organization is “in control” in the area of information security. This is being carried out as part of the multi-year BOCE Information Security Program, which is governed by established frameworks and governance structures. Due to the departure of the current project leader, we are seeking a new project leader who also possesses sufficient technical expertise regarding the implementation of BIO controls. The project leader, together with the existing project team, is responsible for the implementation of BIO controls and has the explicit mandate to teach the project team and the organization how these controls are designed, implemented, and ensured.



Purpose of the assignment


The objective of the project is to establish practical and demonstrably implemented BIO-controls within the three BOCE municipalities. The BIO-controls align with existing policies, risk management, and standard work processes. In addition, the project leader carefully guides the teams involved through the implementation process and transfers knowledge, structure, and working methods so that BOCE can independently apply this approach in the future.



Core of the role


The project leader plays a dual role: on the one hand, as project leader and coordinator of the implementation of BIO-controls within the BOCE partnership; on the other hand, as a mentor and coach for the project team and other involved teams. The focus is not only on delivering results, but also explicitly on adoption, institutionalization, and knowledge transfer. This knowledge transfer takes place throughout the entire project to enable teams to carry out activities related to BIO-controls as independently as possible even while the project is still ongoing.
 


Job duties and responsibilities

 

1. Project management within the BOCE partnership

  • Leading the BOCE-wide project "Implementation of BIO Controls" and managing and coaching the existing project team.
  • Working across municipal boundaries (Emmen, Borger-Odoorn, and Coevorden) and taking into account differences in context, maturity, and pace.
  • Coordination with the Information Security Program Manager, CISOs, process owners, and line management.
  • Ensuring alignment with other activities within the Information Security Program.

2. Translating BIO into practice

  • Translating BIO standards into design and implementation (design and testing).
  • Establishing coherence between policy, processes, roles, and implementation.
  • Provide advice on the prioritization and phasing of biological controls, in alignment with risk management and program objectives.

3. Coaching line teams

  • Guiding and supporting—without taking over—teams that need to apply BIO-controls in their daily work processes (implementation of the system).
  • Ensure that the "why," "what," and "how" of BIO-controls are explained clearly.
  • Ensure that ownership and responsibility are assigned within the line organization.

4. Learning implementation and knowledge transfer

  • Actively collaborate with employees in the design, development, and implementation of BIO-controls.
  • Transferring knowledge regarding the approach, methodology, and decisions so that BOCE can continue this process independently.
  • Developing and documenting a repeatable process for future BIO implementations.

5. Safeguarding and Transfer

  • Ensure that BIO-controls are integrated into standard processes and the PDCA cycle.
  • Documenting procedures, lessons learned, and decisions made.
  • Preparing a thorough handover to the program and line organization upon completion of the assignment.
Requirements for the project manager to be hired

Knowledge and experience

  • Extensive experience leading complex projects in a (semi-)public context.
  • Proven experience in information security and BI controls.
  • Experience in translating policy into practice within organizations.
  • Experience with stakeholder management at various levels and the ability to carefully balance different interests
  • An interest in coaching, knowledge transfer, and guiding teams.
  • Experience working in a political and administrative environment and within an intermunicipal partnership.

Competencies

  • Strong conceptual and analytical thinking skills.
  • Politically sensitive and able to deal with resistance
  • Able to explain complex topics clearly and comprehensibly to a variety of audiences.
  • Collaborative, organization-focused, and results-oriented.

Work location

The project manager will be hired by and will primarily work from the municipality of Emmen on behalf of the BOCE partnership. Occasional travel to Borger-Odoorn or Coevorden will be required. The position involves a 24–32-hour workweek, with a minimum of 16 hours per week (including Thursdays) spent on-site.
