About the organizations: The municipalities of Emmen, Borger Odoorn, and Coevorden together form the BOCE partnership. In addition to these municipalities, various foundations and affiliated organizations, such as the Drenthe Environmental Service, are also affiliated with BOCE. The totality of all organizations together is referred to as BOCE+. The aim of BOCE is to work together in the field of ICT (De A-Kant) and to achieve benefits. This includes the joint design, construction, and procurement of ICT solutions in order to realize purchasing and management benefits. Technical management and the service desk are housed at the municipality of Emmen. BOCE is not a shared service center, but a partnership at the municipal level.

About the project: The BOCE municipalities (Borger-Odoorn, Coevorden, and Emmen) have commissioned the I&A department of the municipality of Emmen to develop a new workplace. The project name for this workplace is Samen Digitaal (Together Digital). In 2026, the construction of this workplace will be transferred to management and partially outsourced. The teams in the project are now working Agile and would like to further professionalize this.

Job description: Are you an experienced Scrum Master with a passion for digital transformation and automation? The municipality of Emmen is looking for a driven professional to strengthen our Samen Digitaal program and various teams within the automation department. As a Scrum Master, you will play a crucial role in guiding our teams to success and promoting an agile working environment.

We have already implemented Agile working (Safe methodology) and are looking for someone who can help our current organization move forward. You will play a key role in facilitating this transition and supporting our teams in embracing agile principles.

Responsibilities:
• Facilitating Scrum ceremonies such as sprint planning, daily stand-ups, sprint reviews, and
retrospectives.
• Supporting the teams in identifying and resolving impediments.
• Promoting a culture of continuous improvement and collaboration.
• Coaching team members in agile principles and best practices.
• Collaborating with product owners and stakeholders to manage the product backlog and set priorities.
• Monitoring the progress and performance of the teams and reporting to management.
• In terms of commitment, we expect you to coach 1 to 2 teams in addition to the Samen Digitaal team.

Requirements:
• At least 3 years of experience as a Scrum Master.
• Extensive knowledge of agile methodologies and frameworks.
• Experience with Microsoft DevOps is a requirement.
• Strong communication and interpersonal skills.
• Experience with digital transformation projects is a plus.
• Certification as a Scrum Master (CSM, PSM) is desirable.
• Proactive and solution-oriented attitude.
