Role description and task arrangements

Introduction
On September 25, the Regional Council of the Labor Market Region of Drenthe adopted the multi-year agenda for the next 5 years. This agenda includes the ambition that in 5 years the AMRD will be the point of contact for all labor market issues in the region, with an active interplay between the needs of employers and employees. Together, the partners will ensure a labor market that works for everyone. This ambition is supported by the formulation of quantitative policy goals for the next 5 years, along the lines of economy, social and education.
  • We are committed to a strong, resilient Drenthe economy as a foundation for broad prosperity in the region. An economy in which stable employment, productivity, innovation, learning from each other and cooperation are central, and in which everyone has the opportunity to participate.
  • In Drenthe, we give everyone the opportunity to participate in the labor process and to remain sustainably employable. We strive for an inclusive labor market, in which talent development, positive health and personal direction are central.

Assignment formulation.
The multi-year agenda with the ambition and policy goals should be translated into an implementation agenda for the next 2 years. In the implementation agenda, actions should be described concretely based on:
  1. What is the problem and why is an action needed
  2. What is the approach and what resources will be used for this purpose
  3. What should the actions result in
This implementation agenda must be delivered by Feb. 1, 2026.

To this end, the following assignment is provided:
  • A concrete and feasible implementation agenda for the Labor Market Region of Drenthe for the years 2026 - 2027 will be drawn up. This must include at a minimum:
    • The problem and why actions are needed
    • Goals and priorities for the next 2 years
    • Concrete actions, projects and interventions including:
      • Timelines
      • Partners involved
      • Intended results
      • How do actions/projects relate to each other
      • Funding (costs and coverage)
    • Monitoring and evaluation
  • All relevant stakeholders are involved in the creation of the implementation agenda;
  • Commitment and support is ensured at both the official and administrative levels;
  • Attention is given to the preconditions for implementation of the implementation agenda, such as data sharing in joint service delivery and monitoring and evaluation.
  • Agreements are made on how the various parties in the labor market infrastructure in the region contribute to the projects;
  • It provides insight into what can be implemented at the level of the labor market region and what can be implemented (sub)regionally or locally.
  • Insight is provided into the extent to which connection is made to national (and/or sectoral), regional and local initiatives
  • It provides insight into where there are new opportunities or possibilities for combining initiatives.
