Job DescriptionThis year, our organization is launching a tender process for a new server and storage environment. For this project, we are seeking an experienced specialist to oversee the tender process and ensure its structured, compliant, and successful execution. The technical aspects will be handled by our in-house specialists; the focus of this assignment is entirely on process management, providing input for the tender documents, and quality assurance.The tender process must be fully completed by December 31 of this year. The specialist works closely with the client, architect, project manager, procurement consultant, and legal advisor.WorkAmong other things, the specialist will:
- Structure and oversee the entire procurement process.
- Take the lead regarding the content of the request for proposals.
- Draft or refine the Statement of Requirements (SOR), selection criteria, and award criteria (in collaboration with internal technical experts).
- Keep the internal organization informed of the steps, obligations, and decisions involved in the procurement process.
- Coordinate internal input and ensure that it is incorporated into the tender documents in a timely and accurate manner.
- Work with the project manager to ensure that questions raised in the request for proposals are answered in a timely manner.
- Support the evaluation committee in applying the evaluation methodology.
- Ensuring a transparent, verifiable, and lawful process.
- Assisting with contract drafting and preparing an implementation recommendation.
Requested expertise
- Demonstrable experience in managing procurement processes within public and quasi-public organizations.
- Strong in process management, planning, documentation, and stakeholder management.
- Experience with IT procurement is a plus, but evaluating technical content is not the focus of the assignment.
- Familiar with relevant laws and regulations (including the Public Procurement Act, GDPR, and BIO).
- Experience collaborating in multidisciplinary teams (architecture, project management, procurement, legal).
- An independent and vendor-neutral approach.
Planning and Deployment
- Start date: as soon as possible.
- Deadline: Tender process to be completed by December 31 of this year.
- Commitment: an average of 1 day per week, with peak periods during the documentation and assessment phases.
Deliverables
- A complete and valid tender document.
- Statement of Requirements (SOR) and award criteria.
- Assessment framework and process documentation.
- Consulting reports throughout the process.
- Final recommendation, including points to consider for the implementation phase.
