Role description and task arrangements

Writer European Tender
(Secondment or self-employed hybrid working with 2 days on location)


This is a joint tender by the municipalities of Groningen and Emmen.

This concerns the tendering process for the technical management of the IT workplace.
A total of 10,000 workstations (6,500 in Groningen, 3,500 in Emmen). Emmen also provides IT services for the municipalities of Coevorden and Borger-Odoorn.
In Emmen, the workplace was designed, built, and rolled out in-house. It is therefore already up and running in Emmen.
Groningen has adopted the design and has started construction (part of the Emmen construction team has been transferred to Groningen). The group that remains behind is currently responsible for management in Emmen. However, the intention is for this management to be carried out by an external party. Hence the tender.
 
What we are looking for is someone with a solid background in service management (mainly ITIL) and writing skills. This person will be responsible for writing the IT/Service Management content for the tender.

This includes the Program of Requirements in relation to service management (including opening hours, priority matrix, response times for incidents/changes, definitions of services, and other requirements). Services include standard ITIL processes (incident, problem, change, configuration, capacity management, availability management, but also VIP support, service desk, etc.).

The corresponding SLA (KPIs and service levels, possibly bonus/penalty).
Governance document (Who talks to whom, who decides when and on what basis, which bodies are recognized, what is decided in them, and how does escalation work).
 
In addition, the writer contributes ideas about general requirements, the pricing model, and the selection and award criteria. Depending on the candidate's level, he/she will also be asked to edit all tender documents to be produced.
 
The tender team has already been formed, with the exception of the writer, and the kick-off is in two weeks. The core team consists of:
  • Project Manager
  • Purchaser
  • Legal professional
  • Business representatives (one from each municipality)
  • Architects (one from each municipality)
  • Contract managers (one from each municipality)
  • Service managers (one from each municipality)
Profile
  • Mid-level/senior service manager with ITIL background. Preferably ITIL 3 or higher certified at a minimum foundation level.
  • Strong affinity with IT and preferably workplace services.
  • Preferably experience with this or a similar role in tenders.
  • Good command of the Dutch language, particularly in writing (minimum level CEFR B2).
 
Location
Much of the work can be done remotely, but in the beginning it will be necessary to visit Emmen (or Groningen) a few times to speak with/interview people and attend meetings. After publication, this frequency will decrease and is expected to be once a week in Emmen and/or Groningen.
