Role description and task arrangements

Team Leader, Income Support and Enforcement (IHS)

City of Emmen | 36 hours per week | Full-time office position | Suitable for freelancers.

Does coaching and helping people thrive give you a sense of fulfillment? And would you like to contribute to the continued development of one of the four largest municipalities in the Northern Netherlands? If so, this is a great next step for you.

That's why working at Emmen

Working for the City of Emmen means making a difference in the community. Emmen is a vibrant city with beautiful natural surroundings, charming villages, and a bustling downtown. Here, activity, tranquility, and open spaces go hand in hand.

Our goal is to create a safe, healthy, and sustainable living environment where people feel at home. Our organization is characterized by decisiveness, agility, and flexibility. Despite our size, we operate with short lines of communication, a high degree of mutual trust, and ample opportunities for personal growth.

More than 1,000 dedicated and loyal employees work hard every day to serve over 109,000 residents.

Leadership within the Municipality of Emmen

Within Emmen, leadership is the driving force behind achieving organizational goals. It’s about who you are, what you do, and the impact you make. As a leader, you set a good example, foster development, and contribute to the growth of both people and the organization.

A detailed description of the leadership philosophy and the team leader’s profile is available upon request from the HRM team.

The Income Support and Enforcement Team

The Income Support and Enforcement Team reviews applications from residents who rely on income support due to low or no income. In doing so, we operate on the belief that everyone in Emmen can participate and belongs here.

The team puts this into practice every day, guided by the policy framework "Belonging and Participation in Emmen " and the "Verder Samen " initiative.

In addition, the team investigates reports of abuse and misuse of income and healthcare benefits and actively works to prevent and reduce such incidents.

For residents who are temporarily unable to perform paid work, we seek out suitable (volunteer) activities wherever possible so that they can still contribute to society.

Within the team, quality, ownership, development, and collaboration—both internally and across departments—are central to our work. As an integrated team leader, you play a key role in this.

What will you do?

As Team Leader for Income Support and Enforcement:

  • You will provide comprehensive leadership to the team and ensure quality, continuity, and cohesion
  • Take your professional development to the next level and strengthen your sense of ownership and expertise

  • Implement national and municipal initiatives in the social sector
  • Align your operations, policies, and governance, and translate your strategic decisions into concrete actions
  • Do you serve as a sounding board for fellow team leaders, corporate management, and the board?
  • Are you actively helping to shape a comprehensive vision for the social sector?
  • Do you foster an open, safe, and professional team culture?
  • Are you strengthening collaboration with internal and external partners?
