Role description and task arrangements

Senior Policy Advisor Team Learning
32 to 36 hours per week, Enschede
(Please note!
Requirement is physical attendance on Monday Tuesday and Thursday, one day at home e.g. Wednesday or Friday is negotiable)

As a policy advisor with Team Learning, you will make your mark on education and childcare in Enschede and you will have a particular eye for equity! Because this task is an important part of everything we do within the social domain in Enschede. Your ideas influence decision-making and the spending of, among other things, the educational disadvantage budget. A job with impact!

The top 3 things about this job
Here's why you'll love your job as a senior policy advisor:
  1. All information in the field of education comes together in your team: studies, legislation and especially signals from colleagues in the field. This makes you the point of contact and the alderman relies on you.
  2. You will have every opportunity to come up with proposals and advise on them.
  3. Colleagues will come and spar with you on a variety of topics. You will find that the topic of education is closely intertwined with a variety of other topics in the social domain.

That is why our church is the place for you
In our large municipality it's all about something! Whether it concerns the construction of five new schools, the approach to human trafficking, the development of poverty policy or the design of youth aid: you and your fellow policy advisors contribute within the social domain to the effective spending of a total of € 350 million. Three crucial themes are central to everything we do: security of existence, equality of opportunity and healthy living. Thereby - and this also characterizes Enschede - we focus on the human measure. Based on the laws and regulations, we continuously consider how we can best support our youth, parents and involved organizations. So you have direct influence on that!

As a senior policy advisor...
  • maintain various contacts, such as with colleagues from different departments and partners in the city, depending on your specific policy area. In the case of the Learning team, these are primarily the partners in childcare and primary education, but also, for example, the neighborhood teams, GGD, library and welfare organizations;
  • you look over the fence of your team, to make connections to the tasks you are responsible for.
  • develop policies based on all this input and come up with creative solutions;
  • you will have plenty of variety: you will actively participate in consultations and work on policy proposals and recommendations from behind your desk;
  • write implementation programs and monitor budgets, accurately translating policy goals into practical steps and actions;
  • Answer questions from the City Council and the City Council;
  • You have influence at the operational and tactical levels, both short- and long-term.

This is where you will work
The city's greatest challenges lie in attracting and retaining talent, sustainability and the participation of residents without jobs or with care needs. Increasing Subsistence Security, Positive Health and Equity of, with and for residents are the three main goals of our Social Policy. Enschede is often at the forefront of developments in the social domain. Within that domain we need professionals who dare to innovate with us. Who dare to innovate within - and outside - the social domain. This demands something of us as an organization, but also of the professionals who work with us. Within the organization we work according to the following values: trust, connecting, being free and setting an example. We focus on personal development. See also our coalition agreement for a clear picture of our ambitions for the city!

Your team
You will work in a small team with enthusiastic policy advisors. Your future colleagues differ in their experience and background; there is a mix of experience in implementation and experience in other policy areas. Together we work to strengthen the future opportunities of children in Enschede.

This is what we like to see in you
First, we think it is important that you are a connector, with whom the team interest always comes first, and you also show leadership. You also know how to actively involve your team members and give them the freedom to do an excellent job. You have strong coordinating and coaching skills that are of great value to both medior and junior colleagues within our team. You have a strategic approach and take excellent responsibility. In addition, you are decisive and know how to think and act transversally. As a senior, you also know how to bring structure to a team and you are well informed about the latest developments.

  • academic level of thought and work;
  • Experience as a consultant, preferably also in a municipality;
  • Demonstrated substantive knowledge and experience of the field;
