Role description and task arrangements

Help build the future of Schiedam Nieuwland and Oost
Nieuwland and Oost - two neighborhoods with character, potential and urgent social challenges. Through the National Program Newland and East (NPNO) we are working with residents, entrepreneurs, social partners and governments to create a sustainable, healthy and promising living environment. The program is ambitious and long-term and focuses on the themes of housing, (pre-school) education, work, safety and health with an overarching mission: equal opportunities for all neighborhood residents, young and old.

NPNO is part of the national National Livability and Safety Program and has now been rolled out in 20 areas and 19 cities.

Within the program in Schiedam there is a program office that drives, identifies and facilitates the set goals and ambitions with/for the 15 partners in Schiedam who have committed themselves to the NPNO. These 15 partners form the NPNO and together are responsible for the development of the tasks. The program is separate from the municipality and has its own program board that oversees the course and monitors the goals.
For the program office, we are looking for a Strategic and Financial Advisor who will work with us to further shape the program as a movement.
Someone who connects planning and practice, turns vision into action and brings energy to a complex and diverse (political and administrative) force field.

Your role as a Strategic and Financial Advisor
As Strategic Advisor, you are the connecting link between vision and execution. You will work on the (financial) development of the program, build strong partnerships and advise the team, the alliance and the director on the necessary strategic choices, both for the program goals as a whole and those within the various tasks. You will ensure that the alliance stays on course and can make adjustments where necessary. You will proactively seek out NPNO's partners and spar with them, because together we are NPNO.
You use your knowledge of the P&C cycle to harmonize accountability to the state and local government. You look for areas for improvement and ensure that this is picked up and implemented by the right (partner) colleagues.

What will you do?
  • You will develop and monitor the strategic direction of the program.
  • You will advise the director, the program team and, when requested, fellow alliance partners.
  • You will look for social trends and policy developments and translate them into concrete opportunities for Newland and East and/or for NPLV as a whole.
  • You proactively seek knowledge and lessons learned from other NPLV areas across the country (20 areas). If possible, you will set up collaborations with them that are meaningful to all.
  • You are interlocutor at the level - from residents to administrators. In doing so, you adapt your language easily, to the environment.
  • You, along with your colleagues, will write clear memos, opinions and progress reports for team, management and Empire.
  • You efficiently set up the (financial) accountability process to the State, Program and Municipality, so that everyone on the team knows when they get where they stand.
  • You build bridges between organizations, interests and domains and take a proactive approach in doing so.
  • You support your team members in integral management of their pillar processes.
  • You conduct discussions with public and private parties, where various (political and administrative) interests are involved. In this you ensure that the objectives and interests of the program remain paramount.

You will have the space to help build a program that matters and positively impacts people's lives. With room for creativity, innovative thinking and decisiveness.

  • Minimum 5 years of experience in a strategic consulting role, preferably within the public domain.
  • Demonstrated experience in program or neighborhood development.
  • Extensive experience with grant applications and financial accountability processes.
  • You know how to analyze and connect complex issues.
  • You can switch between planning and realization.
  • You are strong at building networks and working in a connecting way.
  • You have communication skills - both oral and written.
  • You are energized by working together in a dynamic playing field.
  • You know that listening often yields more than putting your own interest or point of view first.
  • You are flexible and energized by processes and working relationships that are still developing and constantly changing. It challenges you and creates positivity in your contacts with team, management and partners.
  • You recognize and are aware of intercultural aspects within district work and use this in developing plans.
  • You recognize conversations involving different (political and administrative) interests and conduct them with sensitivity, decisiveness and an eye for the interests of the residents in the neighborhoods.
