Role description and task arrangements
The municipality of Utrechtse Heuvelrug is looking for a procurement consultant specialized in Works (GWW) and services in the field of management and maintenance of public spaces.
As procurement advisor Works you are exclusively linked to the theme Outer Space to advise and support the project leaders and managers of that theme Outer Space with (complex) procurement issues in the field of Works and services. In carrying out the work you will work together with the procurement team, consisting of two procurement advisors. This team is part of the Heading theme.
In procurement processes, you will assume your role as procurement officer, bring structure and know how to deal with diverse interests. You supervise the various phases of tenders. It goes without saying that you transfer knowledge in the field and are aware of the latest developments in the field.

As procurement advisor Works you are exclusively linked to the theme Outer Space to advise and support the project leaders and managers of that theme Outer Space with (complex) procurement issues in the field of Works and services. Activities
- Advising project leaders and managers theme Outer Space on market and procurement issues, including specifically the (European) tenders:
- Replacement Traffic Control Devices
- Green Specifications
- Measure packages sewerage
- Traction procurement
- Replacement market cabinets
- etc
- Directing where necessary the strategic and tactical part of European tenders, including coordination with key stakeholders;
- Preparation of tender documents, from strategy documents/market consultations to evaluation documents
Training
- HBO+ and/or university technical, architectural, business or legal education
- Procurement knowledge at least Nevi 1 & Nevi 2
Knowledge and experience
- Minimum of 5 years of demonstrable experience in a tactical/strategic procurement role (preferably within a municipal environment)
- At least 5 years of experience with procurement and (European) tendering processes in the GWW sector
- Knowledge of and extensive experience in the work required
- Knowledge of and extensive experience in European procurement law
- Experience with different contract forms UAV, the UAV-GC, the RAW.
- Knowledge and experience with various forms of procurement
