Role description and task arrangements

Hiring policy advisor procurement youth residential care

We are seeking a policy advisor for youth residential care procurement for project-based deployment for 12 hours per week (June 1 - Dec 1), with possibility of 2x2 months extension for 8 hours per week

The five municipalities of Bunnik, De Bilt, Utrechtse Heuvelrug, Wijk bij Duurstede and Zeist work closely together within the social domain as the Southeast Utrecht Region (ZOU). The region has jointly contracted youth aid. In part this is done through supra-regional cooperation with the other Utrecht youth aid regions. Contract management has been arranged regionally.

Regular policy advice is provided partly regionally and partly by deployment from the municipalities. The region is working on the transformation program Standard of Commissioning. This will incorporate the tasks from the Youth Reform Agenda. For the new purchase of youth care per January 1, 2027, the region is looking for temporary additional expertise on this subject.

 

What will you do?

We are seeking a policy advisor for the Youth Residence field to:
  • Provide input for the new procurement youth stay. This should result in a new agreement by Jan. 1, 2027.
  • Contribute to and direct the development of comprehensive and innovative offerings to be developed by care providers youth stay.
  • For the above, conduct research on trends, developments, gaps in the supply of youth stay.

  • Work closely and consult with the contract manager in charge of youth residency.
  • Participate in the project group purchasing youth residential care and monitor the connections between youth residential care and youth outpatient care.
  • Are you involved in and have an important role in account discussions with youth residential care providers.
  • Ensure that all lines of communication around youth residency are running smoothly; administratively, officially and between policy and local teams.
  • In doing so, you work in a results-oriented and agile manner, and you ensure connection and understanding among the parties involved.

We are looking for someone who can work well in a political-administrative playing field. You can switch quickly and easily connect different parties. You work result-oriented, set clear priorities and keep calm.
 
  • You have knowledge of and experience in the field of youth at a municipality or youth region.
  • You have gained broad experience in regional cooperation.
  • You move easily in different (political-administrative) environments and can deal with diverse interests.
  • You have experience in official and administrative consulting, are analytical and a good writer allowing you to quickly outline the main points.
  • You have good communication skills.
  • You know how to motivate colleagues and others involved.
 

Requirements / knockout criteria

  • A completed college or university education
  • At least 4 years of demonstrable experience in the social field
  • Experience in project-based work
 

Award criteria

  • Demonstrated knowledge of and experience with youth residential care issues
  • Familiarity with Southeast Utrecht region
  • The candidate meets the other points of the profile described, and this is evident from the offer. The candidate can explain this in any interview
  • Maximum hourly rate of 115 euros
 

Where will you work?

You will be working at the municipality of Utrechtse Heuvelrug. This municipality acts as host municipality within the regional network cooperation in the Southeast Utrecht region. You will work from the town hall in Doorn but you will also regularly be in the other four municipalities and with the local teams and other stakeholders.
