Contract for a Work and Income Advisor
 

Assignment Description

The five municipalities of Bunnik, De Bilt, Utrechtse Heuvelrug, Wijk bij Duurstede, and Zeist work closely together in the social sector as the Southeast Utrecht region (ZOU).
The municipalities have consolidated their responsibilities in the area of Employment and Income into a joint arrangement: the Regional Employment and Income Service (RDWI). In addition, the five municipalities are shareholders in the Biga Group, the municipalities’ social employment agency.

In 2024, the municipal councils adopted the Strategic Frameworks for Work and Income. Together with the RDWI and the Biga Group, they developed a vision that is being refined in collaboration with these partners and translated into practical implementation.

We are seeking an experienced policy advisor in the field of employment and income who will serve as a driving force in regional collaboration and, together with policy colleagues from the five municipalities, further shape the municipalities’ coordinating role. Drawing on your seniority, you will ensure the efficient execution of policy tasks and serve as the point of contact for the RDWI and Biga Group. You will bring the five municipalities and partners together and ensure that plans and ambitions lead to tangible results for residents.
 

Period and commitment

We are looking for an experienced policy advisor in the area of employment and income, for an average of 16 hours per week, from April 8, 2026, through December 31, 2026, at the latest.
 

Work

  1. Preparing for and chairing the interdepartmental meeting (AO) on work and income
  2. In consultation with the AO, develop an action plan for residents who are far removed from the labor market in connection with the ZOU Werkt! project
  3. Monitoring and managing the administrative process of the ZOU Werkt! project and serving as a liaison between the project group and the municipal representatives on the steering committee.
  4. Develop an onboarding program for new municipal administrators in consultation with AO.
  5. Work with AO to evaluate the strategic frameworks.
  6. In consultation with the AO, draft a project assignment for the development of new strategic frameworks, which is aligned with administrative priorities (in conjunction with the evaluation)
  7. You will ensure substantive coordination with other policy areas within the Social Domain.
  8. Organizing notes for and attending the meetings of the Biga Group’s General Meeting of Shareholders and the RDWI’s Board of Directors, with the latter applying only to significant regional issues of substance.
 

Intended result

  1. Working arrangements for the inter-municipal consultation on work and income, in which agreements have been reached with municipal officials regarding the key issues in at least the following areas
a. Labor market region
b. From School to Sustainable Employment (Focusing on the Field of Work and Income)
c. Innovation roundtables: evaluation and future outlook (in connection with the ZOU Werkt! project)
d. Innovation Agenda (including in relation to strategic frameworks)
2. Action Plan for Residents Far from the Labor Market (in connection with the ZOU Werkt! project)
3. Evaluation of strategic frameworks
4. Administratively established mandate for new strategic frameworks
 

Frameworks and preconditions

Training Requirements

  • College-level work and thinking skills
 

Experience requirements

  • At least 5 years of experience as a municipal policy advisor or project manager at local governments
  • At least 3 years of knowledge and experience in the field of employment and income at a municipality or intermunicipal authority
  • At least 3 years of specific experience with labor market policy and developments related to social enterprises
 

Additional requirements

  • You navigate various (political and administrative) environments with ease and know how to manage and reconcile diverse interests
  • You have experience providing policy and administrative advice, possess strong analytical skills, and are a skilled writer, enabling you to quickly outline the main points
  • You have strong communication skills
  • You know how to bring colleagues and other stakeholders together and motivate them
  • You have a strong sense of your role and a good understanding of administrative processes
     

Financial terms
