Temporary Policy Advisor for the Environment and Project Manager at ODU (Utrecht Environmental Agency)

Are you a people person and a connector who wants to serve as the link between the municipality and the Utrecht Environmental Agency (ODU)? Are you also a passionate environmental advisor who wants to help preserve and improve our physical environment? Then we’re looking for you!

This is what you will do
As an Environmental Policy Advisor and ODU Coordinator, you have a dual role: you advise the alderman and internal colleagues on environmental issues, and you also maintain close contact with residents. At the same time, you serve as our primary point of contact in our collaboration with the ODU.

You will play a key role in maintaining and, where possible, improving environmental quality within our municipality. You will provide advice on and actively contribute to addressing various social issues related to the environment.

As an ODU coordinator, you will work with other coordinators in the region to shape and define the financial and administrative management of the ODU.
As an ODU Project Manager, you will perform the following tasks:
  • Point of contact for the ODU and colleagues. You maintain good communication with internal colleagues, the ODU, and other coordinators in the region.
  • Strategic and tactical advice on the direction of the ODU, such as providing guidance on developments and setting priorities in collaboration with other coordinators.
  • The preparation of municipal opinions on the ODU budget and policy framework document, and municipal decision-making.
  • Prepare a memorandum in preparation for the ODU General Board meeting.
  • Prepare, coordinate internally, approve, and monitor the municipal implementation program for ODU tasks in consultation with relevant parties.
  • You are jointly responsible for the P&C cycle.

As an Environmental Policy Advisor, you and one colleague will perform the following tasks:
  • You will help shape the municipality’s environmental policy under the Environment Act. Environmental issues include odor, noise, and soil.
  • You will help translate policy into specific regulations in the Environmental Plan. Environmental topics include: odor, noise, air quality, and soil.
  • You will provide input from your field of expertise on municipal plans, ordinances, and current issues.

In this role, you will deal with political and administrative relationships as well as social dynamics. You know how to navigate this landscape and ensure that our local goals align with regional priorities.

You will be working in theEnvironmental Quality team, which consists of approximately 24 employees, primarily policy advisors. The team includes various specialists in areas such as sustainability, economics, tourism, nature, trees, and the environment.
