Role description and task arrangements

Additional housing is needed to ensure the long-term vitality of our villages. Many people in our municipality are looking for a (different) home. In addition, the number of households in our municipality is growing. There is a particular need for social housing and mid-range rental properties. That is why we are exploring the possibility of building flexible housing in collaboration with initiators. For more information, see Flexible housing | Heuvelrug.
Over the coming year, the project will focus on transforming the golf course into a green residential area. Achieving this will require many steps, discussions, and a number of studies. The sensitivities involved in this process were highlighted during the public council meetings in May-June 2024 and May-July 2025.
Within the project, you will work closely with the project manager and advise the initiators on participation. The project has multiple dimensions with a corresponding number of officials, amounting to around 15 different experts. This knowledge needs to be properly safeguarded for different target groups in both administrative decision-making documents and accessible texts for the public and on the website.
What skills are we looking for in you?
  • Good communication skills in both administrative matters and administrative decision-making documents, and the ability to convert these into accessible public texts.
  • Contribute constructively and proactively to the drafting of documents, even outside office hours and under pressure, both live and digitally.
  • Administratively sensitive and knowledgeable about sensitivities within the municipality of Utrechtse Heuvelrug, particularly regarding the intended locations for flexible housing in this municipality.
  • In addition to experience within the municipality of Utrechtse Heuvelrug, you can also contribute knowledge and experience gained from working in other municipalities, which can fuel a proactive attitude.
  • Being able to handle confidential information, but also being able to explain it in communications if desired.
  • Knowledge of participation policy and experience with this municipal policy, and ability to advise third parties on this so that they can implement what is necessary in the permit application.
  • Advising on the drafting of letters to residents (door-to-door), flyers, and the project website
  • Fitting into the core project team
  • Active listener
  • Unsolicited and solicited advice to directors
  • Quickly translating what has been heard into readable texts
  • Experience with politically sensitive projects
  • Continuity of the project with a tight schedule to ensure smooth completion.
