Job Description
The Municipality of Utrechtse Heuvelrug is seeking an experienced interim Operations Domain Manager (internal title: Theme Manager Koers) and member of the management team (MT). This is a temporary assignment to bridge the gap until a permanent Theme Manager is hired. You thrive on bringing structure and working with colleagues to further develop the various teams, the theme, and the organization.  You are joining at a time when the organization is in need of stability, further professionalization, greater cohesion, and more focused leadership within operations. The emphasis is on strengthening collaboration, connection, and ownership within and between teams. You are visible and approachable to team leaders and employees and work closely with them. You actively seek collaboration, discuss content and development with them, and know how to inspire them and get them moving.

You will be responsible for a broad and integrated area of business operations, which includes the following components:
  • Finance
  • HR
  • Purchasing
  • Legal Affairs
  • Public Order and Safety
  • Communications
  • Organizational Development
The Course Theme employs approximately 70 staff members, managed by three team leaders. The core of the task is to strengthen cohesion and collaboration among these units. In this role, providing direction, setting priorities, and delivering results are central.

Role and responsibilities

As Operations Domain Manager, you will have overall responsibility for the ongoing development of operations. You will bring structure to the organization, strengthen collaboration, and ensure that processes, people, and information are better aligned.
You:
  • Focuses on the coherence, quality, and effectiveness of processes and services
  • Provides clear guidelines and priorities to team leaders
  • Strengthens collaboration between teams and departments
  • Gathers feedback from within the organization and translates it into concrete improvements
  • Be visible, accessible, and approachable to employees and managers
  • Act as a strong partner in discussions with senior management, the executive board, and the board of directors
  • As a member of the management team, contributes to the integrated management of the organization
Key tasks
  • Further developing and standardizing operational processes
  • Implementing and strengthening the procurement policy and process
  • Strengthening the financial policy cycle and operational coherence
  • Translating HR and communication strategies into action
  • Improving collaboration and integration within the organization
  • Developing useful and accessible management information
  • Ensures a thorough and structured handover to the Theme Manager who is yet to be hired, making sure that work methods, decisions, and ongoing tasks are clearly documented and easily transferable

You demonstrate strong leadership and support team leaders in their roles and professional development
  • Make your decisions and see that they are carried out
You make decisions and ensure that agreements are honored

The task is successful when:
  • there is calm, clarity, and structure in the day-to-day operations
  • collaboration between teams has demonstrably improved
  • better align processes and reduce friction
  • employees and team leaders feel heard and engaged
  • the Domain Manager is visible and accessible within the organization
  • concrete steps have been taken to strengthen leadership within the sector
