Request for Proposals – Two Entry-Level Professionals

Context

The Environmental Requests team has openings for two enthusiastic permit officers who are just starting their careers. Work experience is not required; career changers are also welcome.

We offer new hires a gradual onboarding process. Each candidate is assigned a dedicated mentor who will familiarize you with the following topics: permits, regulations, and the services we provide to residents and businesses. You’ll start by handling simple permits, such as a tree-cutting permit or an application for a dormer window. Your responsibilities will then be gradually expanded to include other types of permits.

After about one month, the training program for answering questions by phone and email begins. This part of the program is similar to a customer service role.

The team is professional, helpful, and has a positive, open atmosphere. Emotions can sometimes run high when interacting with residents and businesses. That is why it is important for candidates to be resilient, not take things personally, and remain professional even in difficult situations. They must be able to carefully handle multiple inquiries and permit applications simultaneously, all within the statutory deadlines.
To strengthen the team in the areas of digitization and legal procedures, we prefer candidates with a legal background and an interest in AI.

One of the two candidates will have the opportunity to delve deeper into the application of AI products, for example, for text generation, data analysis, and process optimization. This will be undertaken in collaboration with a colleague. This initiative is still in its early stages.

We expect the staffing agency to provide an appropriate program for the candidate’s personal development, tailored to the needs of a new graduate or career changer, and to begin the “Elementary Architecture” course as soon as possible, which serves as a prerequisite for the ABW 1 certification from the BOB.

This is a fixed-term to permanent position. After one year, the candidate may join the municipality’s staff without any additional cost.

Here's what you'll be doing after about a year

As a case manager, you are responsible for the process and content of various environmental requests, including inquiries, reports, preliminary consultations, and environmental permits. These include, for example, construction activities, tree removal, alterations to historic monuments, and environmental activities.

You assess requests against current laws and regulations, including the Environmental Plan, the Living Environment Ordinance, and the Living Environment Structures Decree. To reach a comprehensive decision, you solicit and incorporate advice from internal and external consultants. Where necessary, various interests are discussed at a roundtable.

The role is currently shifting from assessing compliance with fixed standards to justifying and applying flexible standards. This requires spatial insight and the ability to substantiate the impact of an application in a clear, transparent, and legally sound manner.
In addition, you will provide residents and business owners with verbal and written advice regarding activities, permit-exempt construction, and other questions.

An important part of the job is the legal handling of appeals. You will engage in discussions with the appellant(s) to find a solution, or—alternatively—you will independently draft responses to the appeal, represent the municipality during hearings, and, following the advice of the appeals committee, formulate the final decision on the appeal.

The duties associated with this position are broadly divided as follows:
  • 25% customer service via consultation room, phone, and email;
  • 25% objections, including AI;
  • 50% permits.

You have a higher vocational education (HBO) level of work and thinking, preferably with a specialization in law or urban planning. You take the lead and focus on “how can we make it work?”

You are a generalist, can easily switch between different topics, and have a good sense of administrative and political dynamics. In conflict situations, you remain professional, calm, and client-focused. You take initiative and responsibility, combining these qualities with empathy.

You have strong analytical skills and can clearly translate legal information into responses to complaints and decisions on appeals.

You have strong communication skills, enjoy working with others, and can clearly support your arguments. This is important in objection proceedings and when justifying open standards.

In addition, you have strong digital skills and an affinity for modern technology and AI. You are interested in the possibilities of using AI tools—or specific government AI—effectively and responsibly to improve processes and texts.

You are curious and want to explore vocational training programs such as: Elementary Architecture and Civil Servant in Building and Housing Inspection I, followed by the advanced training program.
