We are looking for a:

Connecting Operations Manager
36 hours per week

You are the manager who enjoys working together on the further development and professionalization of our business operations. The areas of focus are: Finance, HR, Procurement, Legal Affairs, Public Order and Safety, Communication, and Organizational Development. This falls under Theme Course—the organizational unit that focuses on internal services and advice to the organization and the board. As a theme, we provide important strategic information that supports the College, Council, and Management in identifying developments in society at an early stage and determining or adjusting the municipality's (policy) course.

Key tasks and points of attention in this assignment
  • Creating an environment in which employees can do their work with enthusiasm and enjoyment.
  • Contributing to team development, including getting the teams organized
  • Reorganizing and securing various work processes within the teams
  • Implementation and safeguarding of the recently adopted procurement policy and process.
  • Focus on future-proofing municipal finances, particularly from 2028 onwards.
  • Translation of the HR vision into policy and implementation, and role assignment for the team
  • Developing and implementing the Business Operations Collaboration Model

You give the three team leaders and approximately 70 employees the space and trust they need to do their work professionally and get the best out of themselves. You stand for equality and are visible, approachable, and a sparring partner for them on general issues. The three team leaders have direct responsibility for the personnel support of the teams and day-to-day management. In terms of content, the professionals in the various areas of focus work with a high degree of independence for different clients. As you are also a client yourself, you are responsible for a number of group tasks and have final responsibility for the quality of the activities, working methods, and systems. Where necessary, you set priorities in accepting assignments/projects and support the team leaders in this. In addition, you are involved in providing administrative advice to various portfolio holders.
As a member of the management team (MT), you will work with the other theme managers, the municipal secretary, and the group controller to manage the organization as a whole and work on various group tasks. You will contribute to cohesion and further professionalization.

In the position of Theme Manager Course, we require the following competencies:
  • You are decisive, steadfast, and have courage and daring.
  • You communicate clearly and are a natural leader.
  • You have no problem making decisions and taking difficult decisions.
  • You are a connector, motivator, and team player.
  • You enjoy working well with the MT, college, team leaders, and employees within the various teams.
  • You are able to set realistic priorities within our joint course and strategic goals. In doing so, it is natural for you to work in a systematic and structured manner.

In addition, we have the following requirements and preferences regarding your knowledge and experience profile:
  • Academic level of work and thinking and a completed degree(s) in a relevant field of study.
  • Demonstrable experience with (municipal) finances
  • At least 5 years of experience in a management position at the tactical and strategic level (with operational management tasks) within a municipal organization.
  • You have experience with the broad spectrum of business operations and understand the value of adequate service provision, including adequate management information on the basis of which policy can be assessed and further developed. 
  • As an experienced business manager, you have experience in strengthening or implementing service-oriented working methods and reinforcing an integrated vision on the execution of work processes.
