Temporary Hiring Assignment: Regional Placement Coordinator for Residential Youth Services, ZOU

Assignment Description

The five municipalities of Bunnik, De Bilt, Utrechtse Heuvelrug, Wijk bij Duurstede, and Zeist work closely together in the social services sector as the Southeast Utrecht (ZOU) region. Effective January 1, 2027, the new regional agreements for youth care involving residential placement will take effect in ZOU. Part of the new approach is a single regional placement process led by a placement coordinator (PC). The new position will be housed within the ZOU Regional Team at the municipality of Utrechtse Heuvelrug. Until the permanent PC begins work and the transition is complete, the position will be established and temporarily filled by a preparatory officer for this role, working 28 to 32 hours per week.

The PC serves as the designated regional coordination center for placement inquiries regarding residential youth care. A referring professional continues to determine whether residential care is necessary. The PC provides advice and offers both constructive and critical input based on the principle of “as close to home as possible,” coordinates the search for a suitable and available placement, and organizes the next steps if a placement stalls. Financial, contractual, and other formal decisions remain the responsibility of the parties authorized to make them. We are explicitly not looking for a policy advisor, but rather a decisive, hands-on professional who takes the initiative, connects stakeholders, and resolves complex placement issues.

You’ll be joining a new procurement initiative that’s currently in full swing. You’ll play an active role in the ZOU Residential Youth Care project group and help ensure that the new approach is up and running by January 1, working alongside municipalities, referral agencies, and service providers. We’re looking for someone who enjoys building things, collaborates easily, takes initiative, and thrives on creating something new together.

Period and commitment

Begin as soon as possible after the hiring process is completed. The temporary employee will continue to perform the role until the permanent employee starts and the handover is complete. The assignment runs from November (as soon as possible) through April 1, 2027, with the option to extend twice for 3 months each time. If the client recruits a permanent PC during the contract period, a one-month notice period applies. A gradual reduction in hours is also possible, in consultation with the contractor.

The client prefers a secondment arrangement, in which the hired candidate is employed by the staffing agency. In that case, the assignment may last longer than one year. All details are to be determined in consultation with the contractor.

Work

  • Develop and implement the updated process and working agreements regarding residential placements.
  • Address specific placement issues and identify suitable and available options within the contracted regional offerings.
  • Referrers provide advice and contribute ideas regarding the most appropriate type of housing based on the principle of “as close to home as possible,” without assuming authority over the decision. This means that, drawing on their knowledge of housing options and alternatives, the PC can help determine whether a different solution—or one closer to home—is possible.
  • Coordinate communication between the referring party and the youth services provider until placement is finalized and ensure a clear handoff.
  • When placements stall, identify the bottleneck, organize the agreed-upon next steps, and involve the appropriate parties.
  • Record placement and bottleneck information and report recurring issues for monitoring, contract management, and supply development.
  • Actively participate in the Youth Care Residential Placement project group and, from the perspective of future practice, contribute to the design, implementation, and testing of the placement process.
  • Collaborate with local teams, GI’s, medical referrers, service providers, contract management, back-office staff, and, where necessary, the Highly Specialized Youth Care/Regional Expertise Team.

Interim Milestones/Deliverables

  • A procedure, tested with the relevant parties, for the standard placement process and the main situations in which a placement stalls.
  • Practical working arrangements with referrers, service providers, contract management, and back-office staff.
  • Effective agreements regarding accessibility, backup support, minimum registration, and reporting.
  • An overview of remaining issues (in collaboration with the project group), to be handed over to the standing project committee as soon as it begins its work.

Intended result

As of January 1, 2027, the regional placement process for residential youth care will be fully operational: the parties involved will know when and how to involve the Placement Committee (PC), the standard and alternative placement processes will have been tested, and the necessary working arrangements will have been established. The temporary PC will then carry out its duties until the permanent PC is up and running and the transition is complete.

Frameworks and preconditions

Training Requirements

  • A minimum of a higher professional education (HBO) level of work and thinking, demonstrated by a completed higher professional education (HBO) or university (WO) degree.
  • Up-to-date knowledge of the Youth Act and the structure of youth services (particularly residential youth services).

Experience requirements

  • At least 3 years of relevant work experience in or related to youth services, access to services, care coordination, or regional collaboration.

    • At least 1 year of experience in coordination or process management in an environment involving multiple parties and responsibilities.

Additional requirements

  • A practical and enthusiastic professional who connects easily with others, takes initiative, and brings energy to collaborative efforts.
  • Can provide professional advice and contribute ideas without taking on the responsibilities of others.
  • Maintains a clear overview even under time pressure, connects stakeholders, and knows when to escalate the matter to another person in charge.
  • Works in a structured and meticulous manner and communicates clearly with frontline professionals, regional colleagues, and youth service providers.
  • Enjoys helping to develop a new approach, identifies what doesn't work in practice, and helps turn this into a workable solution.

Up to 110 euros per hour, all-inclusive. That is, including travel and lodging expenses, phone charges, etc.
