Role description and task arrangements


As a planning consultant / planning lawyer, you will oversee spatial planning projects and the associated procedures from start to finish.

What do we expect from you?
  • Providing substantive and legal guidance for BOPA procedures in collaboration with the responsible project manager;
  • Substantive review of spatial justifications prepared by external consulting firms;
  • Balancing internal and external interests and ensuring that the recommendation has broad support;
  • Identifying potential issues early on and advising project leaders on them;
  • Drafting administrative documents; supporting project leaders and the alderman in the decision-making process within the council;
  • Drafting a thorough and legally sound response to comments;
  • Providing proactive support to project leaders and advising on spatial planning issues in both urban and rural areas;
  • The ability to switch quickly between different projects;
  • Able to work under time pressure.

What can you do?
  • A bachelor’s degree in Urban Planning or Law;
  • 10 years of experience in reviewing and advising on land-use planning procedures;
  • Excellent and clear written communication skills;
  • Available after office hours;
  • Demonstrable experience in litigation before administrative courts and the Administrative Law Division of the Council of State;
  • Verifiable work experience with the municipality of Utrechtse Heuvelrug within the past 5 years;
  • An understanding of bureaucratic, political, and administrative dynamics.
