Role description and task arrangements
Youth contract management project manager
Gemeente Utrechtse Heuvelrug acts as host municipality, which means that it acts as employer for the staff members of the regional core team. It also handles the hiring of temporary staff, manages staff contracts, pays invoices and arranges accounts, etc.
What will you do?
As youth contract management project leader, you will be tasked with formulating recommendations from the current contracts with providers of ambulatory youth care and youth care residence to improve our processes and tighten working agreements. Additional you formulate recommendations on these two types of care contracts towards new procurement 2027. You will do this on behalf of the five municipalities in collaboration with both municipal staff, the implementing local teams and also the care providers. This is a temporary assignment of 6 months with the possibility of 2 extensions of 3 months.
24 hours per week for 6 months, with option of 2 3-month extensions

For the five collaborating municipalities in region ZOU, we are looking for a temporary project leader for contract management youth, to draw from the current contracts with providers of outpatient youth care and youth care residency a recommendation on how to improve our processes and make recommendations towards new procurement 2027.Who we are.
In region Zuidoost Utrecht (ZOU) 5 municipalities cooperate intensively in the field of Wmo, Youth and Participation. These are Bunnik, De Bilt, Utrechtse Heuvelrug, Wijk bij Duurstede and Zeist. The cooperation includes in particular the joint purchasing and organization of youth aid and a large part of the Wmo support. Requirements / knockout criteria
- Minimum HBO working and thinking level
- At least 3 years of demonstrable experience in contract management within the social domain
- Minimum of 2 years of demonstrable work experience within municipal government
Award criteria
- Demonstrated work experience as a contract manager of outpatient youth services (20 points)
- Demonstrated work experience as a youth residential contract manager (20 points)
- Familiarity with Southeast Utrecht region (evidenced by work experience or a brief explanation) (20 points)
- Maximum hourly rate of €100 excluding VAT, including travel expenses (20 points)
- The candidate has the following competencies. This can be tested in a personal interview (15 points)
- Good communication and advisory skills
- solution- and result-oriented
- Independent and initiative/proactive attitude
- able to view social issues from different perspectives
- connector with guts
