HR Project Manager 21
ReasonIn January 2026, the organization transitioned to the HR21 job evaluation system.
HR21 is the VNG’s job evaluation system for the municipal sector. More than 300 organizations that follow the Municipal Collective Labor Agreement or the Collective Labor Agreement for Collaborative Municipal Organizations use it: municipalities, collaborative partnerships, social enterprises, environmental services, and safety regions. HR21 thus serves as a common benchmark for job descriptions and evaluations. It makes organizations more flexible and offers employees the opportunity for optimal career development.
The transition has now been completed, and we need to move on to phase 2.
Implementation of HR21 Phase 2
HR21 – Phase 2 focuses on the completion and institutionalization of HR21, as well as the further development of the compensation policy and strategic tasks. The result is:
- Careful finalization of opinions and final decision-making regarding job evaluations.
- Further development of the compensation policy and clear guidelines for strategic and senior roles.
- Strengthening the labor market position for hard-to-fill positions.
- Establishment of an HR21 pilot year (2026) for monitoring, evaluation, and course correction.
- Structural safeguards for job evaluation, governance, mandate, and processes.
- Managers apply HR21 effectively throughout the performance review cycle, with a focus on results and development.
- Clear governance, integrated planning, and control within an established financial framework.
For this role, we are looking for a project manager who is a seasoned expert in HR management with knowledge of the HR21 system. Someone who can bring people together and get things done, and who understands what the organization needs in a process like this.
