Temporary Hiring Assignment: Regional Youth Project Manager, with a Focus on Residential Care
Job Description

The five municipalities of Bunnik, De Bilt, Utrechtse Heuvelrug, Wijk bij Duurstede, and Zeist work closely together in the social sector as the Southeast Utrecht Region (ZOU). This collaboration is a network-based partnership with a host municipality arrangement. The regional team is based in Doorn, in the municipality of Utrechtse Heuvelrug.

The region collectively contracts youth services and collaborates programmatically on the regional policy document. This document incorporates the Youth Reform Agenda and the Future Scenario for Youth Protection.

In 2026, we have many projects underway that rely on youth policy resources. In 2026, the bidding process will take place for outpatient youth care, residential youth care, and—at the supraregional level—highly specialized youth care. We are also still working on implementing the new contract with SVMN.

At the same time, the region is working through the Regioplan to finalize the necessary arrangements ahead of the new contracts taking effect on January 1, 2027. This involves six projects, all of which we are implementing in line with the regional strategy document and which are interconnected.

The region has decided to hire a project manager to handle all matters related to Residential Youth Care. The attached Residential Care project has been formally approved, so the project manager can get started.

You will work closely with the regional policy advisor and youth residence contract manager, the local teams, the project leader for Strong Local Teams, and the back-office staff. You will be part of the team working on the Regioplan.

Given the interconnected nature of procurement and the regional plan, the scope of the accommodation portfolio is not strictly defined. Depending on what is needed during a given period, we ask that you remain flexible in this area, while always keeping in mind the needs of the accommodation sector.

We are looking for a regional project manager for the Accommodation project .
 

Period, coverage, and rate

We are looking for a project manager to work 16 hours per week from April 1 (or as soon as possible) through December 31, 2026. The position may be extended twice for three months each time.

The region is preferred for secondment assignments. If the assignment involves a self-employed professional, the above period is limited to a maximum of one year.


Work

  • Project Management: Accommodation, as part of the Regioplan.
  • Work with the policy advisor and contract manager to maintain an overview of the Accommodation sector and coordinate communication channels with operations, policy, administration, and politics.

Intended result

What needs to be delivered?
  • The infrastructure required for the new contract, for local teams, back offices, contract management, and oversight.
  • The results described in the Residential Care Project Plan. With a specific focus on establishing the role of Placement Coordinator.

Frameworks and preconditions

Training Requirements

  • HBO/WO
  • Thorough knowledge of the Youth Act and the Social Support Act

Experience requirements

  • At least 3 years of experience with youth policy and implementation issues, preferably in residential youth care
  • At least 2 years of experience in providing policy and administrative advice, preferably in a regional setting
  • At least 2 years of experience in programmatic and project-based work

Additional requirements

  • Politically and administratively sensitive
  • Analytical skills and strong writing abilities that allow you to quickly outline the main points
  • You work in a structured way
  • You’re good at motivating colleagues and other stakeholders
  • You understand that networking is important
  • You are communicatively strong.

Financial terms

The maximum hourly rate for this assignment is $115, excluding VAT, all-inclusive.
