Freelancer:
Hybrid: Expect to work on-site half the time.
Pay grade: 11
Maximum rate: Between €100.00 and €140.00, depending on the complexity of the work. 


Assignment
The municipality of Utrechtse Heuvelrug is seeking an experienced project manager to explore and potentially develop a site for low-stimulus housing in Leersum.
The reason for this is the situation at the Wildzicht campground, where several vulnerable residents are currently living on a permanent basis under conditions that are not sustainable. At the same time, nearby residents are experiencing disturbances, and the owner of the property is also in a vulnerable position. The municipality wants to find a sustainable solution that does justice to the interests of all parties involved.
Within the U16 region, there is a need for additional housing options for residents who would benefit from a low-stimulus living environment, both temporarily and permanently. The municipality wants to investigate whether the Wildzicht campground can be transformed for this purpose. A comparable example in the U-16 context is a campground in Lopik that is being converted into a low-stimulus living environment.

Work
As a project manager:
  • lead the exploration of a future-proof use for the site;
  • you identify the spatial, legal, social, financial, and organizational possibilities;
  • you are investigating the feasibility of a project for low-stimulus living;
  • coordinate with residents, the owner, nearby residents, healthcare providers, the U16 region, and internal stakeholders;
  • You will explore the possibilities for rezoning and the desired ratio between permanent housing units and transitional housing units;
  • Explore opportunities for collaboration and contracting with healthcare providers;
  • develop your scenarios, including financing, governance, risks, and planning;
  • You will ensure coordination with ongoing initiatives related to recreational areas (the project to redevelop 7 recreational areas, enforcement regarding recreational areas), housing, healthcare, and enforcement;
  • Advise management, the faculty, and the board on next steps.
Result
The project consists of three phases:
Phase 1: Exploration
  • Developing a comprehensive vision for the future.
  • Administrative advice, including feasibility, preconditions, risks, and scenarios.
  • Go/no-go decision-making by the executive board.
 
 

Phase 2: Setting Up Camp
  • Developing a project plan that has broad support.
  • Organize collaboration with relevant partners.
  • Preparing for decision-making and implementation.
Phase 3: Implementation
  • Overseeing the implementation of the project plan.
  • Designing a sustainable housing facility for a low-stimulus living environment.
Profile
We are looking for an experienced project manager with:
  • extensive experience in the public sector;
  • experience at the intersection of housing, healthcare, urban development, and social real estate;
  • experience with complex regional and transformation projects;
  • demonstrable administrative sensitivity;
  • experience with stakeholder management in situations involving conflicting interests;
  • knowledge of municipal decision-making and regional cooperation.

Assignment Description
