Assignment Description

The five municipalities of Bunnik, De Bilt, Utrechtse Heuvelrug, Wijk bij Duurstede and Zeist work closely together within the social domain as the Southeast Utrecht Region (ZOU). The five municipalities of the region, together with 17 other municipalities in the province of Utrecht, tendered the Wmo, pupil and youth transport in 2024.

The implementation of this tender led to bottlenecks in both the quality of transport and the satisfaction of parents and schools. To achieve structural improvements, the region is investigating alternative forms of organization, including in-house implementation, as applied in the Gooi & Vecht region.

In the period December 2025 to May 2026, the external project leader will conduct a reconnaissance of the possibilities for organizing target group transport differently in our region. This exploration should result in a substantiated administrative recommendation on the most appropriate desirable form of organization, including the legal and financial preconditions.


Objective of Exploration.

  1. Organize accessible and reliable transportation.
  2. Ensuring good employment practices for drivers and planners.
  3. Achieve financially feasible transportation with consideration for users.
  4. Promoting sustainable transportation.

Period and commitment

We are seeking a Project Manager for 16 hours per week, for the period December 2025 through May 2026. With possibility of extension for 16 hours per week, for 6 months.

Work

The Contractor:
  • Conducts a broad inventory and analysis of solution directions and alternatives, including experiences from the Gooi & Vecht region.
  • Researches and compares scenarios for organization and implementation, including business operations, legal entities and procurement options.
  • Describes and analyzes opportunities and risks
  • Describes and analyzes financial implications and preconditions.
  • Prepares a draft strategy and formulates a board recommendation.
  • Present findings and recommendations to administrative principals in April 2026.

Planning overall

  • Dec 2025 - Jan 2026: Information gathering and analysis.
  • Feb - Mar 2026: Elaboration of scenarios and consideration.
  • paril 2026: Report and presentation board recommendation.
  • May 2026: Submit recommendation to colleges.

Intended result

A thorough administrative advisory document in which the colleges in the Southeast Utrecht region gain insight into the most feasible and desirable organizational form for target group transportation, with attention to quality, costs, legal assurance and sustainability.

Frameworks and preconditions

Training Requirements

  • Completed college/university degree, preferably in public administration, business administration, policy and management, mobility/transportation or a related field.

Experience requirements

  • At least 3 years of experience as a project manager within (local) government or public sector.
  • Experience with regional cooperation between municipalities and/or with the social domain.
  • Expertise in target group transportation organization, procurement policies, legal structures and procurement strategies.
  • Experience with financial calculations (cost-benefit analysis, business case, scenarios)
  Additional requirements
  • Excellent communication and advisory skills: can translate complex information to administrators and colleges.
  • Political-administrative sensitivity: can switch between civil service, colleges and councils.
  • Organizationally strong: can monitor tight schedules, reports and process steps.
  • Results-oriented, but also connecting and able to create support.
  • Written skills: can prepare exploration reports and decision notes clearly and administratively.

Financial terms

Maximum hourly rate €110.
