Role description and task arrangements

Hiring project leader Strengthening the social base

We are looking for a project leader Strengthening the Social Base (From Front Field to Main Field) within the Southeast Utrecht Regional Plan, for 28 to 32 hours per week, for 1 year, with an option for a six-month extension. 

Terms of reference
The five municipalities of Bunnik, De Bilt, Utrechtse Heuvelrug, Wijk bij Duurstede and Zeist work closely together within the social domain as the Southeast Utrecht Region (ZOU). In May 2025, the five municipal councils adopted the Wmo and Jeugd procurement course for the coming years. The implementation of this course is done through two tracks: 

  • The procurement strategy; what will be procured and in what manner. This will result in new agreements by Jan. 1, 2027. 

  • The regional plan; the plan describes which facilities must be set up by January 1, 2027, in addition to the purchased care and support. The set-up is based on six tasks, which are closely related to the chosen purchasing strategy. 

One of the main tasks is "From front field to main field. The task is to strengthen the social basis in the five municipalities, with an appropriate supply of accessible and freely accessible help and support, preferably close to home and in the neighborhood.  

This requires dialogue with stakeholders about where opportunities and possibilities lie. And it requires a good connection with the procurement strategy, so that a covering supply of support is created. Part of this are agreements about which social basis we organize locally and where we cooperate regionally.  

The project leader Strengthening the Social Base is a permanent member of the Procurement Project Group because of the connection with the chosen procurement strategy. The project leader also has close lines of communication with the local policy staff in the five municipalities working on the task of strengthening the front field or the social basis, so that information is exchanged and opportunities to strengthen each other come into view. In addition, this project leader will have the role of monitoring the cohesion between the various program lines (tasks) in the Regio Plan. From this role, he/she will also coordinate the principals' meeting.  

Period and commitment.
ASAP but no later than August 1, 2025 to July 31, 2026, for 28 to 32 hours per week.
With the possibility of extension for 1 x 6 months. 

Work
The Project Manager performs or arranges for the following work: 

  • Driving the realization and establishment of the necessary facilities at the municipalities, together and individually, with regard to the task "From front field to main field." 
  • Policy connection between the five municipalities, both overarching for the entire regional plan as well as for the specific task.
  • Administrative alignment and decision-making on the specific task and the coherence of all tasks in the regional plan as a whole. 
  • Member of the procurement strategy project group. 

Intended result
By January 1, 2027, the facilities in the municipalities are (largely) realized, so that normalization and de-medicalization can be achieved. It will then be possible to work less with individual decisions, more residents will be guided to and make use of non-determined services.

Frameworks and preconditions
Training requirements

  • HBO/WO
  • Good up to date knowledge of the Youth Act, Youth and Wmo Reform Agenda, as well as national developments and issues in the social domain.
Experience requirements
  • Minimum 5 years of policy experience in the field of Youth and/or Wmo.
  • Demonstrated experience in a regional cooperation social domain. 
  • Demonstrated seniority to perform well in this important project leadership role.

Additional requirements 

  • Familiar/experience with change management. 
  • Administrative/political sensitivity.
  • Knowledge of the social domain in the Southeastern Utrecht region

Financial conditions
Maximum hourly rate € 110, depending on the connection to the requirements.

Scheduled interviews
The interviews for this assignment will take place on Monday, July 21, between 10:00 - 14:00.
Location: Utrechtse Heuvelrug town hall, Kerkplein 2 in Doorn.
