Municipality of Utrechtse Heuvelrug.

2. Reason
The municipality of Utrechtse Heuvelrug is committed to promoting labor market participation among asylum seekers and status holders residing at the Leersum Asylum Seekers’ Center (AZC). Previous experiences and evaluations show that active efforts are needed to create local employment opportunities for residents who are permitted to work and to establish sustainable jobs for them. This applies to asylum seekers who are immediately permitted and able to work, as well as status holders at the AZC who are entitled to housing within one of the ZOU municipalities.

To achieve this, the municipality of Utrechtse Heuvelrug is seeking an independent project manager who will expand employer networks, increase opportunities for paid work, and collaborate with relevant partners such as the RDWI, COA, and the Regional Work-Study Center. This is a 10-hour-per-week assignment.

3. Purpose of the Assignment
The project manager contributes to a sustainable framework in which residents of the Leersum Asylum Seekers’ Center are guided more quickly toward paid employment or development opportunities within or around the municipality of Utrechtse Heuvelrug.
In doing so, the contractor will:
  • More local employers who are willing to offer jobs to asylum seekers and status holders.
  • An accessible and straightforward process for employers to hire asylum seekers.
  • Developing and implementing a communication plan to attract local business owners and increase awareness of the target audience among local business owners.
  • Creation of paid jobs for residents of the Leersum Asylum Seekers' Center.
  • Work with the on-site recruiter to match job seekers with available positions.
  • Development of opportunities for internships or professional development placements starting in 2027.

4. Work Activities
What exactly will you be doing? You will:
  1. Builds and maintains a network of employers within the municipality of Utrechtse Heuvelrug.
  2. Actively reaches out to employers and encourages them to provide job opportunities for residents of the Leersum Asylum Seekers' Center.
  3. Advises employers on regulations, options, and support tools.
  4. Works closely with the COA, the on-site job hunter, and regional labor market partners.
  5. Contributes to communication activities aimed at entrepreneurs.
  6. Reports periodically on progress, results, challenges, and opportunities.
  7. Explores opportunities for internships, orientation programs, and professional development opportunities for residents of the asylum seekers' center.
