The position
For the Legal Affairs, Public Order and Safety, and Procurement team within the Koers division, we are seeking:

a Woo Project Manager / Legal Advisor
36 hours per week
for a period of 8 months


 

What will you do?
  • Implementation of the Woo Process Optimization Plan in accordance with the Woo Improvement Process Plan
  • The main objective: to establish a clear, efficient, and legally compliant workflow for Woo requests. Specifically, this means:
  • Real-time overview of all pending Woo requests;
  • Deadline tracking;
  • Capacity insight;
  • Risk identification.
  • Subgoals:
  • Full visibility into all pending Woo requests within 3 months;
  • Reduce the backlog to 0% within 6 months;
  • Establish a clear division of responsibilities in an updated process description within three months;
  • Implementing a centralized and transparent registration system;
  • Publishing Woo decisions on the municipal website in a structured archive within one year.
  • coordination and handling of open government act (Woo) requests, including decision-making, objection/appeal handling and substantive review of sensitive portions of requested documents
  • handling objection and appeal cases
  • You will mentor the junior Woo coordinator until they are able to perform the role independently
  • advises management and the organization on general matters of public and private law, with a focus on legal quality assurance and legal risk management and on various areas of law, including land use and public domain law
 What do you have in the house?
  • Knowledge of and experience with project-based work and handling Woo requests
  • Knowledge of and extensive experience with administrative law (Awb) and the Open Government Act (Woo)
  • Knowledge of and extensive experience in providing legal advice across various areas of law
  • Knowledge of and experience with public space issues, privacy laws and regulations and procurement law is a plus
  • Extensive experience working within a municipal organization
  • University education in Dutch law/college law
  • Experience in mentoring new hires/junior staff
Competencies > will be tested during the interview
  • Proactively and independently advise
  • Sense of working in a political-administrative environment
  • Planning and writing
  • Switches easily between styles of communicating and advising so that you can influence conversations and adapt smoothly to different interlocutors.
