Contract Manager Youth Hiring Assignment

Within the Southeast Utrecht region

Assignment Description

The five municipalities of Bunnik, De Bilt, Utrechtse Heuvelrug, Wijk bij Duurstede, and Zeist work closely together in the social domain as the Southeast Utrecht (ZOU) region. The collaboration is broad, covering the Social Support Act, Youth Act, Participation Act, and (appropriate) Education.

We are looking for an experienced regional contract manager for youth services to carry out ongoing contract management activities for providers of outpatient youth care within the current regional agreements. Due to the ongoing European tender for outpatient youth care, among other things, direct contact will be somewhat less intensive.
 

Period and commitment

We are looking for a regional youth contract manager for 8 -hour week, for the period from December 22, 2025, to June 1, 2026.
With two options for a three-month extension for eight hours per week. So until November 1, 2026, at the latest.
 

Work

It is also important to limit financial and quality risks in current agreements. You ensure that the agreements made are fulfilled. You regularly consult with colleagues from other departments, contracted parties, and stakeholders in the region.

In addition, you may be called upon to contribute to ongoing or planned European tenders, in the form of assessing bids, compiling overviews, etc. After the contract has been awarded, an implementation phase will begin, during which you may also be called upon to assist.
 

Frameworks and preconditions

Training Requirements

  • HBO working and thinking level
  • Knowledge of the Youth Act and Social Support Act (Wmo) and the associated municipal procurement and contract management processes.
 

Experience requirements

  • At least 3 years of experience as a youth contract manager.
  • At least 2 years of experience working in a municipal partnership within the social domain.
 

Additional requirements

  • Experience working in the Southeast Utrecht region is an advantage.
  • The candidate possesses the following competencies and skills:
    • Analytical skills with regard to available data in the social domain.
    • Good communication skills
    • Flexible
    • Solution-oriented
    • Independent and proactive work attitude
    • Able to view social issues from different perspectives.
These competencies are assessed during an interview.
 

Financial terms

The maximum all-in hourly rate, excluding VAT, is €105.
