Role description and task arrangements

Regional Oversight Project Manager 

Assignment Description 

The five municipalities of Bunnik, De Bilt, Utrechtse Heuvelrug, Wijk bij Duurstede and Zeist work closely together within the social domain as the Southeast Utrecht Region (ZOU). Among other things, youth aid and Wmo guidance are purchased jointly. Hereby the municipalities are responsible for supervision of legitimate implementation and combating and preventing improper use of care funds. 

The municipalities are working towards a change from local to more regional implementation of supervision, for a robust, efficient and effective implementation of supervision. A scenario of a regional implementation of supervision of regionally contracted care, in which the supervisors remain locally appointed, has been chosen. In order to develop this scenario and translate it into plans and agreements, we are looking for a project leader of supervision legitimacy. 

The frameworks for this assignment are defined in an administrative assignment. There is an administrative and official principal for the assignment. 

Period and commitment 

Average of 16 hours per week, from November 1 to March 1, 2026, with possibility of 2x2 months extension. The hours can be flexible across weeks and weekdays by mutual agreement. However, required consultations must be possible. 

Work 

As project leader, you will be responsible for developing and drafting all necessary documents that collectively constitute the blueprint for the future implementation of supervision in ZOU. The components that make up this blueprint are described under results. 

Preparing decision making by the colleges is also part of the assignment.  

You ensure coordination and support within the municipalities. You will draw up a plan of action to achieve the desired result in which it is clearly indicated which officials of the municipalities will be involved in which way. 

In the execution of the assignment you will involve the current supervisors, the regional team procurement and contract management (ICM), policy Youth and Wmo. In addition, involvement of legal advisors and from enforcement (Bibob coordinator, undermining officer, etc.) is important. 

The work should take into account and anticipate (the results of) the study on the most appropriate formal form of regional cooperation, for which the study is currently underway.  

Intended result 

At the conclusion of the assignment, the colleges of the five municipalities made a decision on the blueprint of the future design of the supervision of legality Youth and Wmo in ZOU. This blueprint, this college decision, deals at least with the following components: 

  1. A regional Policy Plan Supervision and Enforcement Wmo and Youth Act for the ZOU region as a framework and basis for regional implementation. This plan sets the direction and ambition but also clearly describes the tasks, roles and responsibilities of all parties involved. 

  1. Policy rules on supervision and enforcement region ZOU. 

  1. A regional monitoring plan and regional enforcement protocols. 

  1. An opinion on the organizational design of supervision and legality. 

  1. A cooperation agreement between the municipalities setting out agreements on joint implementation, including agreements on deployment and funding. 

  1. Designation decisions supervisors. 

  1. Changes municipal mandate regulations on supervision and enforcement. 

  1. A recommendation on how to implement. 

Frameworks and preconditions 

Training requirements and knowledge 

  • Knowledge of the Youth Act and Wmo and their municipal implementation 

  • Knowledge of supervision legality Youth and Wmo 

  • Knowledge of intermunicipal cooperation(s) in the social domain 

  • Completed HBO/WO education 

Experience requirements 

  • Minimum 3 years of experience as a project manager or senior policy advisor in the municipal social domain. 

  • Experience with supervision and legality Youth and Wmo . 

  • Experience with intermunicipal cooperation in oversight legality is a plus. 

Additional requirements 

  • Be able to work independently and result-oriented with an eye for support from various stakeholders. 

  • Affinity with legality issues, quality assurance and implementation oversight. 

  • Political-administrative sensitivity and connectivity in a complex force field. 

  • Analytical and policy strong and able to turn this into clear policy documents. 

  • Excellent communication skills, both oral and written. 

Financial terms 

Rate max € 115,= per hour, including travel/overhead time and travel expenses.
