Role description and task arrangements

Director of Complex Spatial Projects, Municipality of Utrechtse Heuvelrug
The municipality of Utrechtse Heuvelrug is seeking a results- and solutions-oriented coordinator for spatial planning projects who thrives on resolving deadlocked cases, tackling complex issues, and addressing urgent bottlenecks within the municipal organization. Brings calm, clarity, and direction. Quickly identifies the root cause of the problem and translates this into concrete solutions that are feasible within the framework of laws and regulations. Strong at coordinating actions and building support among internal and external stakeholders. Communicates clearly with management, colleagues, and stakeholders.
Core duties and responsibilities
  • Analyzes complex spatial issues where progress, collaboration, or decision-making has stalled
  • Provides a quick overview of interests, regulations, risks, and administrative sensitivities
  • Advises the board, management, and project teams on potential solutions and next steps
  • Act as a mediator in disputes between internal departments, external partners, and project initiators
  • Restores or optimizes work processes in the spatial domain
  • Ensures administratively sound and legally sound solutions
  • Provides support in crisis situations, processes involving objections and appeals, and high-profile cases
  • Ensures clear communication with residents, developers, and partners

Required knowledge and experience
  • HBO+/university level of work and thinking
  • Extensive experience in the spatial/physical planning sector of a municipality
  • Thorough knowledge of land use planning, permitting, and relevant laws and regulations (including the Environment Act)
  • Demonstrable experience with complex, politically sensitive cases
  • Experience with stakeholder management and conflict resolution
