Role description and task arrangements

Interim Finance Team Leader

The Municipality of Utrechtse Heuvelrug is seeking an experienced interim Finance Team Leader within the Koers department. You will report to the Koers Department Manager and be accountable to him or her. This is a temporary assignment to replace the current team leader, who is taking a sabbatical.


You will join a team of approximately 22 colleagues responsible for the entire P&C cycle, financial administration, and providing advice on finance and financial policy. In addition, this team is also responsible for policy, the levying and collection of local taxes, and tax relief. The team consists of various disciplines, including accounts receivable, accounts payable, and cashier, subject matter experts (such as VAT, corporate income tax, SiSa, general disbursements, assets, and EMU balance), an insurance specialist, and both strategic and P&C advisors. The team possesses the necessary subject matter expertise.

You’re joining us at a time when a solid foundation is already in place. The direction has been set, and you’ll build on that. We’re not looking for a new vision, but for someone who can provide clarity, set priorities, and ensure that plans are implemented at a realistic pace. You’ll provide direction, create clarity, and strengthen collaboration within the team and with other teams. You’ll serve as a sounding board for employees and support them where needed.

The organization is currently in the midst of migrating to a new digital work environment using M365. You will contribute to this effort by ensuring structure, clarity, and consistency in day-to-day operations.

You will lead a team that operates at the strategic, tactical, and operational levels. You will serve as a strong strategic partner to senior management and act as a liaison between the board, senior management, and the team. Communication and providing direction are crucial in this role. At the same time, you will be responsible for the team’s human resources matters, such as staffing, contracts, and absenteeism, and you will work to establish a stable foundation.

Requirements
  • Demonstrable level of work and thinking
  • Demonstrable work experience as a Finance Team Leader within a municipal organization
  • Experience with financial processes and an interest in the field of finance
  • The candidate is employed by a staffing agency (self-employed individuals and private limited companies with a sole director are excluded due to the DBA Act)
  • Available for 24 hours a week
  • Available for an initial period of 3.5 months (from no later than May 11, 2026, through September 1, 2026)

  • Demonstrable experience leading or overseeing a migration to Microsoft 365, including ensuring the implementation of new workflows within a team
