Sr Licensing Officer 32-36 hours
For the Licensing team of the Building and Housing Supervision Department (BWT), we are looking for an experienced Licensing Officer. This team consists of 20 permanent employees and a flexible pool of temporary staff. The team directs the entire process of granting environmental permits. This starts with handling incoming phone calls at the front office. Next, both assessment and review of building plans takes place. We grant permits and provide information in the areas of construction, demolition, constructing driveways, work on monuments and cutting down trees.
What will you do?
- You will engage with residents and organizations about their (building) plans from less complex permits to very complex applications.
- You review applications against the environmental plans and, in cooperation with chain partners (internal and external advisors), seek space to enable plans.
- With the new Environment Act coming into effect January 1, 2024, the emphasis of your job will shift from reviewing to thinking along with and advising. You will think along with the applicant and look at the possibilities. You give advice to applicants and, if necessary, coordinate in advance with the advisors of the welfare committee, safety region, water boards, province and colleagues from team Expertise in the field of environment.
- You will research, recognize and understand the interrelationships of complex permit applications that have a direct relationship to the assessment on various permit systems and laws and regulations.
- You are the first point of contact for your files. You know exactly what is going on and so you can provide substantive input for consultations and ensure that you reach a good decision within the legal deadlines.
- You will handle single and multiple applications for environmental permits that you review against the zoning plan, Building Code and other relevant laws and regulations.
- You will participate in project groups, for example in the context of the environmental law and give specialist support to colleagues.
Wishes/requirements
- You have a relevant Bachelor's degree in Environmental Law, Architecture, Spatial Planning or Law, or work experience at this level. The licensing field holds no secrets for you and you are aware of relevant developments.
- You preferably have a completed education "Building and Housing Supervision Officer 1 and 2" and at least 3 years of relevant work experience.
- You are an inspiring and connecting colleague who knows how to motivate other colleagues.
- You will be the point of contact for questions from colleagues regarding complex cases.
- You think in terms of opportunities for yourself and the team, but you also identify problems and address them independently.
- You actively seek collaboration with the other teams as needed.
- You know how to get things done and are able to create space for extra tasks and projects in addition to regular work. You take the lead in this proactively.
- You are the sparring partner of the team leader on the development and positioning of the Permits team within the ODMH and the work area.
- You have excellent communication skills and possess a political antenna.
- You have a good command of the Dutch language both verbally and in writing.
- You will be representing the ODMH externally. For this you need a customer-oriented attitude. In your work you act with decisiveness and decisiveness. Delivering quality is very important to you.
