Role description and task arrangements

 

Workforce Management Specialist (24 hours)

We are seeking a Workforce Management Specialist for 's Heeren Loo who will provide temporary support for ongoing WFM projects, optimize processes for permanent and flexible staffing, and take over tasks from the HR WFM Specialist who oversees change initiatives within this field.

The assignment focuses on advising on and implementing improvements in capacity management, planning, and scheduling, as well as further professionalizing the Plan/Flex organization. In addition, you will serve as the point of contact for the Plan/Flex organization and other relevant stakeholders, and you will independently tackle “hands-on” issues. The contractor will support the implementation of these initiatives, independently carry out operational tasks, maintain contact with stakeholders, and actively contribute to achieving the set objectives.

Main Focus of the Assignment

  • Contribute to ongoing WFM projects and objectives 
  • Translating objectives and policies into the plan/flex organization in the regions 
  • Optimizing capacity planning and workforce management processes (in collaboration with relevant stakeholders) 
  • Further develop the Plan/Flex organization with a focus on quality, consistency, and future-readiness. 
  • Together with the WFM specialist, serve as the first point of contact for Plan/Flex (16) managers and Plan/Flex agencies nationwide.   
Work
  • Implementing national initiatives and objectives from ongoing WFM projects. For example, optimizing capacity planning and increasing employees’ autonomy over their schedules. As part of multidisciplinary teams, you’ll use your expertise to help achieve these objectives.  
  • Developing and implementing policies, procedures, and tools in the area of Workforce Management. 
  • Connecting relevant stakeholders and promoting knowledge sharing within the organization. 
  • Maintaining contact with suppliers of PNIL and planning solutions and coordinating with HR, Procurement, IT, and Finance. 
  • Contribute to the implementation and assurance of strategic developments within Workforce Management. 
  • Answer questions from the field regarding WFM. Discuss dilemmas with Plan/Flex managers, functional management (planning tool), and regional HR colleagues.   
Requested expertise
  • Proven experience with workforce management and capacity management 
  • Proven experience in workforce planning/scheduling; experience in the healthcare sector is a plus 
  • Knowledge of flexible staffing and PNIL issues is a plus. 
  • A pragmatic, hands-on approach. The ability to quickly shift between operational issues and tactical solutions 
  • Strong consulting skills and the ability to achieve results independently. 
  • Demonstrable HR knowledge relevant to workforce management, including knowledge of collective bargaining agreement provisions, terms of employment, and the application of irregular-hour premiums. 
  • Experience with change and improvement initiatives related to planning and scheduling is a plus 
Practical
  • Preferably 24 hours per week, initially for 4 months, with the possibility of extension 
  • The work can be carried out largely independently and flexibly within the agreed-upon objectives and results.
  • Although there is no mandatory requirement for the contractor to be physically present on-site, it is expected that the contractor will periodically be present on-site within the scope of the assignment. In addition, occasional travel to various locations throughout the country may be necessary. This will be coordinated and will not occur more than once a month.
  • Due to specific development and improvement tasks, this temporary assignment will be carried out on a project basis.
