Role description and task arrangements

Program leader Brunnepe
(4-8 hours per week)

Kampen is looking for a program leader to ensure that the Brunnepe neighborhood program comes to fruition with residents.


General information
Brunnepe is a pre-war neighborhood in Kampen. It is a neighborhood with a high cultural-historical value and special spatial structure. But the neighborhood is also outdated. The narrow streets lead to a lack of space. There is a growing need for parking, little green space and outdated buildings that are difficult to isolate. There are also areas of concern from the social domain such as loneliness, employment and social cohesion.

The challenges are numerous and cannot be solved in isolation. In the summer of 2023, the Brunnepe neighborhood vision was adopted. The program plan followed in March 2024. Now it is time to implement several projects. Examples are: parking research, inventory of municipal property redevelopment of green area 'Brunneper Bongerd' and an area development along the Reijersdijk and Dorpsstraat.

 

Program team and district team

A municipal program team has been established to bring these projects to fruition with the neighborhood. This program team consists of program leader, project leader(s), the neighborhood liaison, a program supporter and a social advisor. There is also a neighborhood team in which a number of residents work together with people from the municipality, housing corporation, police and welfare organization. Both teams work from a shared location in the neighborhood.

 

Brunnepe is the first neighborhood for which the municipality is creating such a neighborhood program. The program team Brunnepe also chooses an approach with a high degree of participation. The district team has an important role in this. The municipality wants to experiment with co-creation in which neighborhood residents themselves make choices about their living environment and take initiatives to further improve the quality of life in the neighborhood together.
 

What will you do?
As program leader Brunnepe, you will lead the program team. You are official contractor and responsible for the realization of the program goals. You are official principal for the project leaders working within the program.

Work:

  • You are a strategic interlocutor for board, directors, management team on content and process and you ensure that the decision-making of the projects runs smoothly.
  • You are a sparring partner for the project leaders and members of program team and district team;
  • You keep track of interfaces between projects and ensure consistency. Thanks to would, everything is structured;
  • You take college, council and organization through the learning experiences of working in co-creation;
  • You maintain visibility and capture learning experiences, you know how to invest these experiences in the internal organization.

Who are you and what do you bring?

  • You have experience with and substantive knowledge of neighborhood and area development;
  • You know how to build a bridge between the social and physical domains;
  • You know how programming works and know how to bring the team into this;
  • You have proven experience in leading interdisciplinary teams, leading complex policy processes/projects, working programmatically and shaping and directing processes;
  • You have an eye for administrative priorities and feasibility in the organization;
  • You are process-oriented, providing structure and consistency so that project leaders can carry out their work in the district;
  • Environmentally aware work is in your blood;
  • You have an HBO/WO working and thinking level;
 

Work Environment
Municipality of Kampen, with its 54,000 inhabitants and over 500 employees, has a nice size. Large enough to be professional and small enough to know everyone personally. We think that is also important in Kampen.
