Profile - Quartermaster Technical Management

Duration of assignment: 6 months (with option for extension)
Deployment: 24-32 hours per week
Rate indication: Market-based (based on experience and expertise)

Background of the assignment
The Facilitair Bedrijf (FB) of the UMC Utrecht is in transition. Within the Technology & Management Department, a new Technical Management team is being set up. This team forms a crucial link between maintenance, projects and asset management and will play a central role in improving the reliability, availability and sustainability of the buildings and building-related installations.

The Quartermaster will be responsible for shaping, positioning and operationalizing this new team. The assignment takes place as part of a broader change process that has been provisionally approved by the Board of Directors. After advice from the Works Council, the final decision is expected in early September. The quartermaster reports directly to the Manager Technology & Management.

Place in the organization
The FB provides a safe, welcoming and well-organized environment for patients, visitors, staff and students on a daily basis. With over 1,000 employees and 100 committed volunteers, we are an indispensable link within UMC Utrecht. The FB consists of the Technology & Management Department which includes Building Management & Furnishing and Energy Supply. We also have the Soft Services department, which includes Logistics, Nutrition and Clean Building & Environment.

Technology & Management is responsible for managing all buildings and technical installations as well as the entire energy supply of the UMC.

Purpose of the assignment
The Quartermaster will lay the foundation for a future-proof Technical Management team that:
- adopts a uniform working method;
- acts as the "spider in the web" between technology, projects and asset management;
- contributes to the realization of strategic goals such as the CO₂ roadmap, ISO renovation and risk-driven maintenance.

Tasks
- Draft and execute an implementation plan for the Technical Management team.
- Set up processes, roles and responsibilities within the team.
- Supervise the team leader and technical managers in their new roles.
- Build relationships with internal stakeholders (maintenance, projects, asset management, direct Construction and Housing) and external contract partners.
- Create support and visibility for the team within the organization.
- Report to the Manager Technology & Management on progress, bottlenecks and results.

Requested profile
-At least HBO working and thinking level
- Extensive experience as a quartermaster, change manager or program leader in a technical or facilities context.
- Demonstrated knowledge of technical management, maintenance strategies, contract management and asset management.
- Experience with setting up new teams or functions within complex organizations.
- Organization sensitive, connecting and results-oriented.
- Affinity with the healthcare sector and complex administrative environments is a plus.

Result areas
- A functioning Technical Management team with clear positioning.
- Support and cooperation based on established processes with relevant internal and external stakeholders.
- Transfer to the future team leader of the Technical Management team.
- Initial results visible in the area of:
- Commissioning towards projects, inspections, improvement processes, Multi-Year Maintenance Plan (MJOP)-input and contract management/
- Input to the MJOP, and initiation of improvement processes towards the Asset Management department.
- Contract management for the most important suppliers.
