Role description and task arrangements

Description of desired service

Tender

The tender concerns a joint procurement of the 7 UMCs in NFU context. The project organization includes two Leadbuyers, NFU contract manager, license managers, lawyers and principals and a steering committee to be formed with the principals and a representation from the Directors of Procurement.

The tender concerns:
1. Reseller service Standard software and related services: i.e. procurement of standard software for all software domains and related services (including implementation services).
2. Consulting services: including guidance on UMCs' collaboration and guidance on UMCs' standard software agendas.

Assignment
The assignment concerns the interpretation of project management and guidance, in such a way that the objectives and scope of the framework agreement to be concluded, as jointly formulated by the UMCs, are optimally arranged in this European tendering process.

Role of the project manager
The role of the project manager is 1) Project management (supervising project), 2 ) Bringing market knowledge into the preparation and 3) supervising procurement process market consultation, proposal phase, evaluation and contracting.

Specifically, this includes the following:
- Project Management:
o We are looking for a project manager who can oversee the procurement process in the following phases: preparation, tendering, evaluation and contracting.

o Management and coordination of the project European tender NFU Reseller Service Standard software and related services (possibly 2 lots),

o Chairing the project group of participants of this European tender. This consists of representatives of Purchasers, subject matter specialists, line management representatives and contract and supplier managers from the participating UMCs.

o Organizing these project group meetings and reporting on meetings, action lists, decision lists and issues.

o Organizing the necessary sessions with the various stakeholders from all participating University Medical Centers (7).

- Reporting
o Provide periodic progress reporting (management reporting) to the steering committee, namely the delegated TacZie member, the AcZie principal and the Procurement Board's ICT portfolio holder.

o Contractor also reports (directly) to the NFU Contract and Supplier Manager ICT, Mr. J.C. van Alphen and the two leadbuyers jointly appointed by the UMCs, namely Mr. A. Moustapha (Amsterdam UMC) and Frank van der Ploeg (Radboud UMC)

- Documents to be delivered:
o A plan of approach, market consultation (questionnaire and report), advisory documents (procedure, lots, scope, duration of contract, demarcation SURF/self-procurement, etc.), an approved procurement strategy, A schedule of requirements and wishes, a Tender Guidelines including necessary appendices, a draft agreement,

notes of information, award recommendation and/or minutes of contract award, award and rejection letters, and final contracts.

- Transition
o Includes securing the necessary preconditions for the contract implementation following contracting, including the exit strategy of the contracting party. Specific: Transfer to the Contract Management Direction Group.

o Includes securing the necessary preconditions for technical implementation in the event of a change of contractor(s).

- Communication skills "Softskills":
o Giving solicited and unsolicited advice on issues and dilemmas arising during the project from his/her own expertise or from his/her network.

o The timely identification of bottlenecks and escalating these to the appropriate bodies, making solution proposals and implementing these. Securing the support of the clients and all participating UMCs during the realization of the assignment.

Project objectives:
The project outcomes for the realization of a successful European tender are;
1. An optimal price/quality ratio in the services to be tendered.
2. Adequate framework agreement(s), in which the deliverables leave no (to minimal room) for difference of interpretation.
3. A framework agreement(s) that includes an optimal result obligation, with clearly defined obligations in the event of failure to fulfill all or part of these obligations.

Planning:
The project has already begun. An inventory has now taken place, a formulation of the assignment has been described and legal advice has been obtained. You are asked to start as soon as possible but no later than Q2 2025 with a duration until no later than June 1, 2026. The preliminary planning is to publish the tender on October 31, 2025.
