Role description and task arrangements

Background

Effective January 1, 2027, UMC Utrecht will transition to a new matrix organization. Within this organization, Themes, Centers, and Services will collaborate in an integrated manner. To successfully implement this new way of working, a clear management model is needed that defines governance, decision-making, and collaboration.

Purpose of the assignment

UMC Utrecht is seeking an experienced organizational development and governance consultant/project manager who will be responsible for designing and developing the management model for the new matrix organization.

The candidate will translate the new organizational structure into a practical and workable model for management, collaboration, and decision-making, so that the organization can function effectively starting January 1, 2027.

Work

The candidate's responsibilities include, among other things:

  • Design and implement a governance and management model for the matrix organization.
  • Establishing consultation and decision-making structures among Themes, Centers, and Services.
  • Defining roles, responsibilities, and governance at the strategic, tactical, and operational levels.
  • Determine what management information and KPIs are needed to effectively manage healthcare, education, research, and operations.
  • Developing escalation and decision-making processes within the matrix organization.
  • Integrating existing initiatives, such as NoVeS, Integrated Planning & Management, and Tactical Management, into a single, cohesive approach.
  • Coordinate with various stakeholders and provide advice on the structure of the new organization.

Desired Candidate

The ideal candidate has:

  • Demonstrable experience with organizational development, governance, and change initiatives within complex organizations.
  • Experience in designing management and consultation structures.
  • Experience working in a hospital, university medical center, or other complex public organization is a strong asset.
  • Ability to translate strategic issues into concrete, practical solutions.
  • Strong consulting skills and experience with stakeholder management at various organizational levels.

Result

The project will result in a concrete and immediately applicable management model that will enable UMC Utrecht to manage effectively within the new matrix organization starting January 1, 2027, including clear governance, consultation structures, responsibilities, and management information.
