Role description and task arrangements

Context

In recent years, UMC Utrecht has developed the Strategic Housing Development Vision (SOH), which forms the basis for an integral renewal of the housing. In May 2024, the Master Plan Housing 2024 was approved by the board of directors, this master plan outlines the projects within the SOH and the process and program design. Complementary to the Housing Master Plan 2024, there is a need for an integral structural design (ISO), which will provide a complete (functional) overview with sliding movements of the SOH including a test of manufacturability, phasability and affordability. The definition phase of the ISO will be completed by summer 2025 and will consist of:

  • Developing the phase project definition of the ISO, the total package leads to a feasible and affordable plan with a look through to 2050 and provides insight into how UMC Utrecht can take the next steps in the constant renewal of its housing. 
  • Develop and review the integrated program of requirements based on the areas of expertise: functional program, architecture/engineering, landscape, building physics, acoustics, construction, installations and geotechnical engineering.
  • Elaboration of future central and building engineering, working out engineering at the ISO level (main structure, basic system choices, etc.).
  • Set up multi-year investment estimates with a time horizon through 2025.
  • Qualitative elaboration of constructability and construction phasing, including functional elaboration of phasing.
  • Understanding the permits required.
  • Establish a timeline and project schedule based on expert estimation of realistic construction lead time.
  • Plan of action for follow-up, including a procurement strategy for the design phases.

 

Job content

As senior project manager construction, you will be responsible for the development of the definition phase of the ISO together with a direction and design team. The ISO involves a strategically complex task with several internal and external consultants.

The Senior Construction Project Manager is responsible for managing the design team within the framework of the Housing Master Plan and within the established schedule, scope and budget. 

Hi/she coordinates with other the various stakeholders to arrive at a completed plan by the summer of 2025. 

 

Work involves:

  • Organization, coordination and chairing of the design team and direction team.
  • Prepare a work schedule for the development of the ISO including the necessary support and decision making.
  • Coordinate the preparation of plan products and content of necessary decision documents.
  • Contribute to the further development of the outdoor area and land use planning.
  • Contribute to the further development of financial feasibility.
  • Contribute to (healthcare) content alignment with domain owners.
  • Conduct coordination meetings with the AZU integral project manager, including following up on action items.
  • Contribute to contracting and monitoring consultant fees. 

Senior project manager construction means intensive coordination and collaboration with internal stakeholders responsible for achieving organizational goals within the project objectives. You will also work closely with colleagues within the Construction & Housing Directorate team.

As ISO project manager within the Construction & Housing Directorate, you are someone who, with an eye for administrative relationships and decision-making processes, sets out the right route and carefully determines how to proceed. With your sharp analytical skills and creativity, you will find the best solutions for all parties involved. You have experience in coordinating, preparing and executing work within an organizational unit that is strategic in nature. In addition, you are well able to implement and (co-)execute professional and strategic policy. You are inspiring, motivate others and know how to connect people. You are result-oriented and have the drive to get things done quickly and effectively, taking extra steps if necessary to achieve the desired result.

 

Job Requirements:

  • You have a university degree, preferably in a relevant direction such as Architecture, (Technical) Business Administration or Real Estate
  • You have at least 10 years of experience in integral project management and plan development of academic hospital
  • Experience in translating projects from the initiative phase into concrete project definitions
  • Experience with contract management and managing external consultants
  • Highly developed organizational sensitivity
  • Clear and concise in oral and written communication
