Job title - Senior integral (construction) project manager Area Development

 

Are you looking for a position where you can make an impact on the future healthcare housing and infrastructure? UMC Utrecht offers you a unique opportunity to lead the complete area development of UMC Utrecht.

 

This is what you will do

As senior integral (construction) project manager area development at UMC Utrecht, you will be the driving force behind the projects involving the complete transformation of the complex and its campus. This includes all projects that are on the site but outside the walls of the hospital. The total size of the projects exceeds € 100 mln. The work field is an exciting but sometimes complex environment with different interests of various stakeholders.

 

First, an Urban Design Memorandum of Principles and anterieure agreement must still be concluded this year, leading to a new Environmental Plan by the end of 2026. The Ronald McDonald House will receive replacement new construction so that a Parking Garage for 2,600 spaces can be built on the existing site. In the process, the entire outdoor area will be redesigned into a "common green" that will provide good access to the new main entrance. To make this possible, you will also be responsible for the (temporary) parking facilities and in cooperation with the construction project manager for the construction site facilities in the area.

Until you are responsible for replacement staff housing (230 apartments) in consultation with external partners.

 

Your duties include:

 

  • Overall project management: You lead the entire process from planning to realization. In doing so, you will work closely with fellow project managers and internal consultants who are involved in the complete renovation of the buildings.
  • RO procedures: You ensure timely completion of RO procedures as scheduled.
  • Contracting: You will be responsible for the necessary legal agreements (including anterior agreement, various purchase, sale and ground lease agreements)
  • Budget management: You set the project budget, monitor it closely and make adjustments where necessary, without compromising on quality.
  • Stakeholder management: You will maintain contacts with all stakeholders including the municipality, province, water board, RWS, the partners of the Utrecht Science Park, local residents and important co-determination bodies of the UMC Utrecht.
  • Quality control: During the planning phase, you will work primarily with the municipality to shape the memorandum of principles and the environmental plan. Together with the Facility Management and others, you then formulate programs of requirements and supervise and monitor the designs and realization so that they fit within the established frameworks.
  • Accountability and governance: You prepare working, project and steering groups in terms of content and are also able to operate at BoD and SB level.

 

This is where you will work

 

You will be part of the Construction and Housing Directorate, a key department within UMC Utrecht, responsible for all major real estate and housing projects. This directorate brings together the interests, wishes and requirements of patients, employees and students in the new housing to be realized. Focused on the optimal functioning of the UMC Utrecht as a whole.

Rebuilding for tomorrow's care
Healthcare is changing and UMC Utrecht is preparing for the future. This includes new working methods, the extensive use of information technology and improved housing to optimize processes. These changes require an extensive renovation of our buildings on the Utrecht Science Park, with approximately 450,000 m2 of space, including the immediate surroundings. We are adopting a phased renovation process over a 10-15 year period, aiming to continue our healthcare, education and research services as much as possible. This presents unique challenges to designers, builders, and to our patients, staff and students.

This you take with you

 

Education: At least a completed college or university degree in a relevant field such as

spatial development, real estate, planning or similar field.

Experience: At least seven years of experience in leading large-scale area developments (> € 50 mln) in an urban context and the associated planning and licensing processes (incl. Environment Act) and tenders. Experience with but at least curiosity about sustainable, circular and climate-proof area development. The ideal candidate will have experience from planning to realization.

Skills: Excellent project management skills, including budget management, and strong communication and leadership skills. You have knowledge of methodologies such as Prince2 or IPMA, and experience with project management software such as MS Projects or Primavera.

Characteristics: You are a team player with managerial sensitivity and therefore a "communicator". You are cost-conscious, decisive and able to work independently. You can interact with professionals from different fields and have strong financial insight and a feel for relationships and interests.

This is a temporary position for 24 hours per week for a period of an 8 month year with option to extend up to one year. Start per 15-6-2025 or as soon as possible. For this position it is necessary to be physically present in Utrecht two days a week (of this at least two out of three days being: Monday, Tuesday or Thursday).
