How do you really get people moving? Not just by informing them, but by understanding behavior, removing barriers, and offering attractive alternatives. Midden-Holland is facing major challenges: growth, construction work, and pressure on accessibility require sustainable travel behavior from residents and visitors. Zuid-Holland Bereikbaar is looking for a Behavioral Approach Advisor who, with keen insight, creativity, and persuasiveness, will bring about lasting behavioral change. You will develop and implement a region-wide behavioral approach that helps travelers travel differently—smarter, cleaner, and more consciously. In doing so, you will have a direct impact on the accessibility and livability of the region.

Who is ZHB?
Zuid-Holland Bereikbaar is a collaboration of the Ministry of Infrastructure and Water Management, the Department of Public Works, the Province of South Holland, the municipality of The Hague, the municipality of Rotterdam, Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority and ProRail.

Our main task is to improve accessibility in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent base of about 30 employees and about 70 people in a flexible shell.

What will you do?
You are responsible for the behavioral approach within the Midden-Holland Sustainable Accessibility area approach (Bodegraven-Reeuwijk, Gouda, Krimpenerwaard, Zuidplas, and Waddinxveen). You will develop a multi-year plan for sustainable travel behavior among residents and visitors and implement it together with partners. You will work closely with the program lines for employer approach, logistics, and communication and continuously coordinate with the project leader and the project team. An important part of this is the (operational) management of the Smart Travel App.

Duties and responsibilities
  • Analyzing traffic flows together with municipal specialists;
  • Developing concrete action plans for travelers;
  • Designing and implementing behavioral interventions (including via the Smart Travel App);
  • Developing a coherent set of measures and action plan;
  • Conducting conversations with travelers and translating them into customized solutions;
  • Monitoring progress and impact via project dashboard;
  • Coordinate with logistics, employer approach, and communication;
  • Report to the project manager and make adjustments where necessary.

Job Requirements
  • HBO/WO working and thinking level (e.g., behavioral sciences, mobility, social geography);
  • At least 3 years of experience in influencing behavior in complex contexts;
  • Experience in designing interventions for travelers or crowd pullers;
  • Demonstrable experience in conducting discussions with target groups and stakeholders;
  • Knowledge of mobility issues and program management;
  • Strong communication skills.

Good to know
  • 16-32 hours, to be arranged in consultation.
  • Hybrid working, partly on location in Schiedam and partly from home.
  • 2x extension possible.
